Monday, October 24, 2005
1A. The meeting was called to order by Chairman Ginger Summit at 6:00 p.m.
B. Present were: Brunzell, Dunckel, Duwe, Montgomery, Stutz, Wagner and Welch.
Absent were: Ginzton, Kamangar and Vargas.
Ad Hoc members present: Earnest.
C. The revised agenda was re-ordered as follows and unanimously approved.
2. New Business
Bii. 13466 North Fork. The owner has requested an easement swap. After
reviewing the matter with reference to the map, the Committee agreed to swap the
existing equestrian and right of way between 13466 and 13432 for an easement
running on the eastern boundary (B2.6a) of 13466 North Fork and the east portion
adjacent to 13115 Maple Leaf and north east portion adjacent to 27801 Via Feliz
(B2.10). This should accommodate a native path of 10 feet up to the north east
corner, where 40 feet will be needed where the property line goes between said
North Fork lot and 27801 Via Feliz.
Montgomery moved, Stutz seconded. Unanimous.
3. Old Business
A. 13253 Simon Lane. Property of Liccardo. After lengthy discussion involving
the homeowner’s wish to fence in the easement and members of the Open Space
Committee’s belief in the area’s potential as a wildlife corridor, the Committee agreed to
retain the easement on 13253 and 13263 Simon Lane and allow the owner to use the land
within the easement according to Planning Commission and Open Space Committee
requirements. The property owners will make the easement available for a pathway when
needed in the future per the Pathway Committee or when the property is sold.
Brunzell moved, ? Montgomery seconded. 5 aye, 3 opposed.
2. New Business (again)
Ai. 26721 Taaffe Rd. Lands of Allegra. Since there is a path on the opposite
side of the road, the committee agreed on an in lieu fee.
Brunzell moved, Montgomery seconded. Unanimous.
Aii. 23415 Camino Hermoso. Lands of Lam. The committee agreed on the need
for a 2B path to be put in at the top of the bank and additional easement if it’s
needed to get there.
Brunzell moved. Duwe seconded. 7 aye, 1 abstain.
Aiii. 26485 St. Francis Drive. Lands of Le. The Committee agreed on the need
for a 2B roadside path along St. Francis Drive. In order to connect this segment
with the path at 26455, the owner must remove the decorative stones and bricks
that currently cross the path and must trim back shrubs that encroach over the
path.
Duwe moved. Dunckel seconded. 7 aye, 1 abstain.
