HomeMy WebLinkAboutFinal Minutes September 12DRAFT LOS ALTOS HILLS PATHWAY COMMITTEE SPECIAL MEETING Monday, September 12, 2005 Meeting called to order at 6:05 p.m. by Chairman Ginger Summit Present: Brunzell, Dunckel, Duwe, Ginzton, Kamangar, Montgomery, Summit, Stutz, Wagner, Welch. Absent: Vargas Ad Hoc Committee members present: Carol Gottlieb 1C. The agenda was approved. Approval moved by Stutz; seconded by Duwe. Unanimous. 2A. There were no presentations from the floor. B. Meeting Schedule Next regular meeting: Sept. 26 Next regular walk: Sept. 24 C. No general discussion. 3A. Lands of Hitz, 26026 Scarff Way. Nancy Ginzton presented a history of the development of the property dating to 1984, noting that a path along the southern boundary of the property was shown on the 1981 Masterpathway Plan. A 1986 application for development of a second unit was conditional on granting of a 10-foot path easement tapering to 5 feet as the path approached what were then the “lands of Edmonson” at 14412. The Town constructed a path, but apparently no easement was ever recorded. By 1991 the path had been plowed under and fenced. (Subsequently the Town acquired a 5-foot easement along the northern boundaries of 26228.) -Linda Callen and Ken Hitz noted there were other paths leading into Esther Clark Park and expressed their preference for an in lieu fee. -Roselyn Chang, owner at 26228, expressed her concern about privacy should a path be built along the property lines between her and 26026. -Brian Froelich noted there will be approximately 900 square feet of habitable floor space within the 3,100 square feet currently under consideration for development. -Carol Gottlieb noted the longstanding preferences by numerous Town committees to use this path to connect neighborhoods. After much discussion, the committee agreed to require a 10-foot easement on 26026 from the cul-de-sac along the southern boundary as it borders 26228 and continuing 10 feet past the boundary with 14412, resulting in space enough to taper to a 5-foot meandering path winding between mature trees and entering Esther Clark Park. Brunzell moved; Dunkel seconded. 9 Yes. 1 Abstain. The committee further agreed to require construction of a path, acceptable to the Town Engineer, connecting Scarff Way with Esther
