MASTER PATHWAY PLAN (MPP) UPDATE
Minutes for April 12, 2004
ROLL CALL at 6:10 pm, COUNCIL CHAMBERS, 26379 Fremont Road
Present: Chris Vargas (CV), Chair, Richard Cassam (DC), Charlene Geers (CG),
Nancy Ginzton (NG), Secretary, Mike Kamangar (MK), DuBose Montgomery (DM), Bob Stutz (BS)
Absent: Ginger Summit (GS), Vice Chair, Nancy Ewald (NE), Fred Fallah (FF), Jorge Fernandes (JF)
Also present: Adhoc committee members Dot Schreiner, Les Earnest; Judy Estrin of Quail Lane
PRESENTATIONS FROM THE FLOOR on a subject related to the Master Pathway Plan update process:
Dot S. would have liked to discuss the new map, but it was not yet available.
MASTER PATHWAY PLAN UPDATE
Next special Master Pathway Plan Update meeting: Monday, May 10, 2004 at 6:00 pm
Next regular Pathway Committee meeting Monday, May 24, 2004 at 6:00 pm
The working map:
1) Will be the Pathmap map as developed by the Map Committee. Colors may change; it is a work
in progress. Reference maps: the roadside map, the 1981 Master Path Map. (CV)
2) Les E. would like to differentiate between Class III paths (planned paths without easements) on
the 1981 Master Path Map and newly proposed ones. Action: use lines of the same color: solid
for 1981, dashed for newly proposed.
3) CV will ask John Chau to show all planned and existing path easements on public and private
roads on what will be the Pathway Committee working map.
Notation review:
Green dots: retain on MPP; red dots: remove from MPP; yellow dots: under discussion
Blue dots (new): ‘Z’, zones with potential for new critical connection(s);
ask residents for input during public hearings
Hollow big circles: ‘Z’, zones up for discussion.
Green arrows: arrows from the 1981 Master Path Map
Continue with the Master Pathway Plan update by quadrants:
Completed: A1 (CV), C1 (NE)
To complete: C2 (GS, not present), complete the second half
1st reviews: A2 (DC), A3 (DM)
Quadrant C2 (GS, not present) completion:
1) C2.Z8. Additional access to Bullis School, Quail Lane to Orchard Hill Lane (CV). Judy E.
from Quail Lane said there were privacy issues. Les said that he had proposed the route
because it was more direct and would be a good school path; admitted that privacy was
an issue and probably require screening. Dot: privacy issues may change as homes get
older; a path idea for the future. BS: there has been a privacy issue for this area for
many years. Carol G: in 1981 they weren’t looking at individual lots, but at areas to be
developed. DM: not on 1981plan; not a key connector (no school at this point); intrusive;
difficult topology in which to maintain privacy. MK would like local residents to have
input. NG would also like parents of school children to have input. CG, DM, DC: want no
path; intrusive and not needed. CV recused himself due to potential conflict of interest
with his role in the Bullis Charter school. Motion: to drop the C2.Z8 path completely.
Motion approved. 4-2-1
2) C2.9 yellow. La Paloma to Corte Madera (in 1981 Master Path Plan). Carol G: at
hearings, the neighbors wanted this path (up driveway ?) retained. MK: because it’s a
large area, may want another connector. Carol G, Les: also a Viscaino connector,
leading to green lines on La Cresta Dr and Ct. Motion: to keep C2.9. Unanimous
approval.
3) C2.12 yellow, lower portion, connecting Robleda Rd. to La Paloma Rd. Current lower
route is on west sides (backyards) of 12871, 12911, 2933 Atherton Ct. Recommend
moving these easements to east sides (roadsides) of the properties, keeping the north
side easement of 12933, to connect up with the upper portion of C2.12. Motion: 12933
Atherton Ct.: keep north easement (green), horse-trade easements: add east (driveway?)
easement (blue), vacate west off-road easement (red). 12911 Atherton Ct.: horse-trade
easements: add east private roadside easement (blue), vacate west off-road easement
(red). 12871 Atherton Ct.: horse-trade easements: add east private roadside easement
(blue), vacate west off-road easement (red). Unanimous approval.
4) C2.12 yellow, upper portion. Find out how to get to La Paloma. An exchange may go
along property lines. Motion: agree to negotiate with the owners; to remove the current
easement in exchange for an alternate walkable route with easement that reaches La
Paloma. Unanimous approval.
5) C2.7 yellow. To determine the best route (green arrow from Pathway Element) Motion: 1)
C2.7 yellow be red and 2) that the green arrow at the end of Fremont Rd. be a light green
line. Unanimous approval. (CV: light green line gets a blue dot)
6) C2.___ new yellow. Connection of Dianne Dr. towards Los Altos. Alternatives to
consider: 1) connect Dianne Dr. to Sunset Dr.: 12799, 12800 Diane Dr. to 13010, 13040
Sunset Dr. 2) connect Dianne Dr. to Los Altos with easements along east boundary of
Los Altos Hills (saving 1 mile from current route).
Quadrant A2 (DC) 1st review:
1) Motion: to approve all color recommendations as marked on the working map.
Unanimous approval.
A2.1 red (leg meeting Via Ventana Way), A2.2 red, A2.3 green, A2.4 yellow (look at it with B2),
A2.5 red, A2.6 red, A2.7 green (fire road), A2.8 green (water district road), A2.9 yellow, A2.10 red
(N-S), A2.11 red (E-W), A2.12 yellow, A2.13 green, A2.14 red, A2.15 green
Quadrant A3 (DM) 1st review:
1) Clarify: Altamont Circle; it is county land; what easements exist, what is legal to do.
2) A3.1-6. Motion: to approve all color recommendations as marked on the working map.
Unanimous approval.
3) A3.7. Motion: to approve color recommendation as marked on the working map.
Unanimous approval.
A3.1 red, A3.2 yellow (? actual route), A3.3 green, A3.4 green, A3.5 green, A3.6 add light green,
A3.7 green
