MEETING WAS CALLED TO ORDER AT 6:10 pm COUNCIL CHAMBERS, 26379 Fremont Road Present: Chris Vargas (CV) (Chairman), Ginger Summit (GS) (Vice Chairman), RichardCassam (DC), Nancy Ewald (NE), Charlene Geers (CG), Nancy Ginzton (NG) (Secretary), DuBose Montgomery (DM), Bob Stutz (BS) Absent: Fred Fallah (FF), Jorge Fernandes (JF), Mike Kamangar (MK) Present: Dean Warshawsky (DW) (Council Liaison) – part of meeting, Mike O’Malley (Council) – part of meeting, Dave Ross (Acting Engineer) Ad hoc Committee members: Les Earnest, Dot Schreiner and Carol Gottlieb 2. PRESENTATIONS FROM THE FLOOR (DISCUSSION) (a) Les Ernest: issue of Moody Rd. will be taken up at next regular Pathway Meeting. (b) Carol Gottlieb: a new fence ordinance is going to Planning Commission; it allows fencing across paths as long as gates are provided. Fencing across paths has not been allowed so far. 3. PATHWAY MAP (ACTION) Discuss and agree, with the Ad-Hoc Pathway Committee, on a common format to use for the Pathway map. Include agreement on layers and color code. PATHWAY MAP: discussion with ad hoc Pathway Committee and Dave Ross (a) Discussed the definition of on-road paths. Consensus that paths along 280 were off- road. Les E. noted the definition. (b) Discussion of roadside paths: constructed or native paths parallel or adjacent to roads. Agreement that the following 3 cases constitute a Roadside path: 1) public road with constructed IIB or native path; 2) private road; and 3) on-road with no IIB path. (c) Volunteer(s) to sit down with ad hoc committee to go over map details: no volunteers. (d) Format and color-coding: DM thought different layers made sense, with grouped colors; would like public roads shaded in beige. GS would like solid color for existing paths, dotted for proposed. NE thought the dots could also indicate alternate path routes. Dave Ross said that using solid colors was easy, but that changing to dots was a substantial amount of work. Decision: stay with current colors; color public roads ‘town tan.’ 4. PATHWAY MASTER PLAN UPDATE (ACTION) The Pathway Committee will continue the Master Pathway Plan update. The Committee will prepare pathway recommendations for specific areas of town. These are a first draft set of recommendations and will be presented again for review and input by the public at a future, publicly noticed meeting. After the public review, a second draft of recommendations will be prepared and presented for Council review and approval. (a) Reviewed off-road paths in sections: A1 - Chris, C2 – Ginger, C-1 Nancy E. (b) (Recommendations for proposed paths: green = keep, yellow = visit and discuss, red = remove) (See attached spreadsheet) (c) ‘Yellow’ paths will be visited on the next regular Saturday 8:30 am walk. 5.
