ROLL CALL, 6:00 P.M., COUNCIL CHAMBERS, 26379 Fremont Road, Present: Nancy Ewald Charlene Geers Nancy Ginzton Dubose Montgomery Bob Stutz Ginger Summit Chris Vargas Absent: Dick Cassam Fred Fallah Jorge Fernandez Mike Kamangar Ad-Hoc Committee members attending: Dot Schreiner Carol Gottlieb Les Earnest 2. PRESENTATIONS FROM THE FLOOR (DISCUSSION) Persons wishing to address the Committee on a subject related to the Master Pathway Plan update process, may do so now. Please note that the Committee can only listen to your issue if it is not on this evening’s agenda, not respond or take action. Presentations are limited to three (3) minutes. The Committee may decide to place your issue on the agenda of its next meeting. a. Les Earnest requested to create a process for notifying the Ad-Hoc Committee of Pathway Meeting dates. CV suggested to also create a process for sending Bob Stutz the agenda by mail. Committee agreed to add this to the 29 Jan agenda. 3. PATHWAY MASTER PLAN UPDATE (ACTION) The Pathway Committee will continue the Master Pathway Plan update. In accordance with the agreed project plan, the Committee will start to prepare a set of recommendations for the Off-road pathway network. These recommendations will be presented for review by the public at a future meeting; this meeting will be publicly noticed. In tonight’s meeting, the Committee will discuss the Off-road pathway network. Objectives for this evening: a. Define pathway terminology and map color code. Agreements: - Use a common map for Pathway Committee and the Ad-Hoc Map Committee - Ensure the following six layers are shown on the map o Class 1A: Existing Path with Easement o Class 1B: Existing Path on Public Lands o Class 1C: Pathway Easement in private road right-of-way o Class 2A: Planned Path with Easement o Class 3: Planned Path without Easement o Class U: Existing Easement NOT in current Master Path Plan - Note: the Pathway Committee agreed that the offroad paths will be shown separately from the roadside paths. - Note: it was agreed that the above definitions may need a more detailed description. - Create one color for each Class; use different shades/dotted line to distinguish between sub-Classes. Discuss final color shades with the Ad-Hoc Committee. - Shade Roads in Grey o Dark Grey: Public roads o Light Grey: Private roads - When proposing an area that may need an additional path, the Committee will show a “swath” of lightly shaded color to designate zones where a gap exists b. Define the Phase 3 process for making recommendations for Off-road paths. - Asses each Class 2 & Class 3 Pathway o Put each path into one of three “groups”. o Green: retain as part of the pathway network o Yellow: Unsure or needs further study o Red: not recommended to retain (topography, redundant, inferior, obsolete) - Visit all Yellow paths in between Special Meetings (during monthly pathway walk) - After visiting Yellow paths, discuss again and re-vote to Red or Green - Visit Yellow path again, if needed - Document the reason for every recommendation ( ed & Green) - Search for “gaps” in the network - Identify potential “gaps”. A gap is an area which may lack adequate or efficient connectivity (see Guideline 2a). Gaps may need a new path or possibly “exchange” with an existing path to create a more complete network. - Identify the gap with a light colored “swath” showing the boundaries of the gap area - Document the reason for each “gap” - Discuss gaps at Special Meetings; agree on one or more alternatives that can resolve the gap - Review by Quadrant and Assign discussion leaders for each - The discussion leader is responsible for: o Visiting and analyzing all Class 2 & Class 3 paths; Searching for gaps o Preparing a set of Red/Yellow/Green recommendations for each Class 2 & Class 3 pathway o Assigning a tracking number to each Class 2 & Class 3 path in the Quadrant o Preparing a proposal for possible gaps in each Quadrant o Leading the discussion of their Quadrant at the Special Meetings - The Committee will discuss and make final recommendations each Pathway recommendation and agree on the existence of any Gaps - Discussion leaders for each Quadrant: o A-1: CV B-1: NE C-1: NE D-1: (none) o A-2: DC B-2: CG C-2: GS D-2: (none) o A-3: DM B-3: NG C-3: BS D-3: JF o A-4: (none) B-4: CV C-4: BS D-4: MK c. Review the town’s current Off-road pathways and make recommendations. 4. ADJOURNMENT The meeting was adjourned at 7:52pm.
