PRESENTATIONS FROM THE FLOOR (DISCUSSION): Persons wishing to address the Committee on any subject related to pathways may do so now. Please note that the Committee can only listen to your issue if it is not on this evening’s agenda, not respond or take action. Presentations are limited to three (3) minutes. The Committee may decide to place your issue on the agenda of its next meeting. 3. PATHWAY PLAN WORKING MAP VERSION 2 (ACTION). The Committee will discuss the timetable for completing version 2 of the Pathway Master Plan Working Map. Agreement on what days to meet, what information to present in Version 2, how to efficiently distribute all resident input and feedback to Committee members, and deadlines for completion of the next map. Comments from committee members: NE: Can we slow down the process? NG: Neighborhoods seem to have the impression that if they get petitions of residents, they can eliminate pathways. This is incorrect. CV: Do we need to have meetings with the Planning Commission, or can this step be eliminated to avoid extra levels of meetings? MK: We have already advised residents that we will have three more 'input sessions', including three in front of Planning Commission. Should not eliminate these. NE: Perhaps we could have a 'preparatory session' of representatives of the Pathways Committee to advise Planning Commission of process and next steps. LE: We really need legal advice on several issues before we can make any firm recommendations (i.e. private roads) NG: Legally going before the Planning Commission is the next step. If we eliminate this step, we may have a legal challenge. CV: At the Council Meeting of Sept 16, suggest we request a postponement of the next presentation dates, to allow for more thorough review by this committee. It is critical that we all take the time to read resident input, re-visit certain areas and walk all the contentious paths. We must have good input to make a good decision. DM: Groups of Pathways Committee members could go out, contact neighbors and walk with the property owners and local residents to solicit direct input. MK: May be very difficult to set up times for all these walks. Rather should notice neighbors when we are going to be checking paths in their areas, and invite them to join us if they wish. In addition to input provided at the meetings, many letters and emails have been received by Chris and Town staff. All of these responses will be collected by GS, organized by pathway code number and 'cluster' (as identified on map revision 7/15/04) and put into a notebook. This will then be given to town staff for copying, so that each committee member will have a record of resident input. Summary of points offered by CV: 1) Delay the next step of presenting the next draft of the map to the Planning Commission until the Pathways Committee has had an opportunity to review resident input and examine the specific pathways in question.\ 2) Identify 'hot spots' as areas which attracted the greatest attention from residents in each quadrant or 'cluster' 3) Additional meetings of the committee will be scheduled to review these 'hot spots' as well as specific resident input. Walks will be scheduled to review these specific areas before they are to be discussed. Schedule for walks and pathway review: Walk Meeting Sept 20 (already scheduled) Sept 25 (reg. walk, plus hot spots) Sept 27 (reg. meeting) Oct. 9 Oct. 11 Oct. 23 (reg. walk, plus hot spots) Oct. 25 (reg. meeting) Nov. 13 Nov. 15 Nov. 20 (reg. walk, plus hot spots) Nov. 22 (reg. meeting) Each person present at the meeting was assigned two (or more) 'clusters' (identified on the map revision 7/15/04). In preparation for the Sep 20th meeting, they will review the clusters and identify the potential 'hot spots'--or areas which seem to generate the greatest concern of residents as indicated by emails and comments at the meetings. For each 'hot spot', the committee member should be prepared to contact the residents and neighbors for input, and notify them of the day the committee will be visiting their area. Cluster assignment: BS - clusters 16, 13; DM - clusters 3, 4; NG - clusters 6, 8; NE - clusters 9, 10; GS - 11, 15, 16; MK - clusters 17 - 18; DC - clusters 3, 5; CV - 12, 14. At the Sept 20 meeting, binders with resident input will be distributed. Committee members will present the potential 'hot spots' in their clusters. A date will be assigned for review of each cluster, so that committee members can notify residents. (Hopefully we will be able to review 4 clusters at each meeting). Following this schedule, we will be able to complete the map revision and recommendations by December 1. GS will attend the Council Meeting on Sept. 16 to review the public meetings and request a delay in the calendar of revised map presentation to the Planning Commission and Council. In addition, she will request that the city attorney investigate several legal issues which have been raised (i.e. regarding public access on private roads.) 4.
