HomeMy WebLinkAboutFinal Minutes January 27MINUTES OF PATHWAY COMMITTEE MEETING on January 27, 2003 Attendees: Dubose Montgomery, Bob Stutz, Jorge Fernandes, Ken Olcott, Fred Fallah, Nancy Ewald, Charlene Geers Absent: Ginger Summit, Mike Kamangar Meeting called to order at 6:05 PM Minutes of November 25th meeting: KO EW. Approved unanimously. Next Pathway Meeting Monday February 24th at 6:00pm, walk at 8:30am on Saturday February 22nd OLD BUSINESS: Bicycle Advisory-Dubose M. reported that Mike K spoke with town staff and stated that most likely Santa Clara County (which owns part of the road right-of-way) would not support a bike path along Summerhill. Perhaps other locations in town might be possible but the County’s funds for these types of construction will be more limited in the future due to California budget constrictions. Pathway construction project: DuBose M reminded everyone that our first two pathway construction projects had been completed. He reported on our third pathway construction project for the 2002-2003 year, i.e. the pathway on Robleda where it passes under I-280 and where there is a mud and drainage problem. The City Engineer suggested that this pathway portion be repaired with asphalt. Ken O. recommended that the path area under I-280 is about 10 feet wide and so putting asphalt on about half of its width and leaving the other half dirt would be a good compromise for hikers, bikers and horse riders combined. Motion passed unanimously to recommend that this path be repaired in this fashion with half asphalt and half dirt. Our fourth pathway project for the year, finishing the Fremont Road path at the corner of Burke, cannot happen until the existing house on the corner comes in for construction permits because of needed easements. Our fifth pathway project, completing the path along Miranda, is now a priority going forward for the pathway construction projects in the 2003-2004 year budget year. Dubose M. volunteered to find out how the pathway impact fee is calculated, how much money currently is in the town’s pathway fund that these impact fees are placed into, and how much remains in our capital improvement project (CIP) budget for pathway maintenance. Bob S. volunteered to look into the possibility of creating a volunteer work force for off road pathway clean up. De Anza Trail Route – No update. Since the new Town Council rescinded approval of the 2002 Master Path Plan, the designation of a route for the De Anza Trail through town will probably need to await the next phase of Master Path planning reviews. NEW BUSINESS: Newsletter representative, Duffy Price, Editor, Town Newsletter. Deadline January 31st for March edition. Charlene G. already submitted a possible article. June Newsletter deadline is April 30th. 250 words, pictures if possible, insert can be separate. Will announce fun run. Nancy E. discussed ways of monitoring pathway maintenance schedules. Committee discussed putting a form in the town newsletter for residents to send in when they see pathway maintenance issues that should be addressed by the town’s crews. Dubose M. stated that at his request, the town staff was now sending out postcards to homeowners whose properties are up for review at the Pathway Committee meeting. This timely notification allows homeowners to attend our public meetings and express their opinions on their properties before we make a recommendation. The committee felt that this improved communication with our residents was helpful and should be continued by town staff. Recommendations on properties seen on Saturday: Arnheim, 14241 Miranda Rd. new residence, pool. Mr. Arnheim attended the meeting and commented on his property. Recommend collect impact fee and roughen pathway over driveway if it is asphalt. NE DM. Approved unanimously. Hunttula, 26787 Robleda Court, major addition. Mr. Hunttula attended the meeting and commented on his property. Recommend to either 1) restore current asphalt path to the satisfaction of the City Engineer or 2) to remove asphalt path and construct a new 2-B path in its place along Robleda Court. Mr. Hunttula to make final decision and notify town staff prior to Planning Commission review. NE KO, Approved unanimously. Bowes, 12859 Normandy Lane, new residence. Mr. Bowes attended the meeting and commented on his property. A possible future off road pathway easement was shown on the 1982 Master Path Plan at the rear of Mr. Bowes’ property, however Mr. Bowes did not know of the existence of this 1982 Plan when he purchased his property. Also, this possible new off-road path route was approved for removal on the 2002 Master Path Plan. Councilman Dean Warshawsky, who was attending the meeting, explained however that the new City Council rescinded the approved 2002 Master Path Plan at its December 19, 2002 meeting and that the 1982 Plan was therefore still in effect. Mr. Bowes stated that he is not against paths, but he believes that putting an off-road path on the rear of his property along the I-280 freeway on-ramp serves little purpose since a parallel roadside path along O’Keefe exists. He is concerned about the safety of his children and stated that he and his neighbors are opposed to an off-road path easement on his property. A motion to collect a pathway impact fee failed 3 to 2, with 2 abstentions. A motion to continue this discussion on the property to the next meeting was approved. NE, KO. 5 for, 1 against , 1 abstain. Klemm, 12033 Green Hills Court, addition. Mr. Klemm attended the meeting and commented on his property. Recommend collect impact fee, BS KO, Approved unanimously. Huang, 12500 Barley Hill Road, new residence. Mr. Huang attended the meeting and commented on his property. Recommend construct a five foot wide 2-B path adjacent to the road. JF FF. Approved unanimously. Rossi, 24666 Nicole Lane, new residence. Along portion of property adjacent to Summerhill, recommend restore existing 2-B Path to satisfaction of City Engineer, NE JF. Approved unanimously. Liu, 12690 La Cresta, Recommend collect impact fee. KO BS. 6 for, 0 against, 1 abstain. PRESENTATIONS FROM THE FLOOR: Mr. William Downey reported that there is erosion on the Fremont Rd. path between Miranda and Fremont Pines. ADJOURNMENT AT 8:25 PM.
