Meeting called to order at 6:00pm
Review of Minutes of June 23,2003 meeting. Approved unanimously.
Old Business:
11885 & 11888 Francemont Drive. Review of the Kerns proposal to provide an
alternate access path to Mid-Pen Open Space, through the Wayman
conservation/pathway easement area west of the Kerns Property. Mr. Kerns was
in attendance and provided information to the committee. Extensive discussion
ensued. The committee felt that the preferred pathway route was westward from
the bottom of the Francemont Drive cul-de-sac (next to the Stark's property), and
that efforts should be made to acquire a legal pathway easement in this area
from the Wayman's. However, to keep the options open, it was felt that there
should be an alternate route to Mid-Pen available through the Kerns' property,
but not constructed at the present time. Moved to request that Mr. Kerns
1)dedicate a new 20 foot wide pathway easement starting from the edge of the
asphalt road approximately 20 to 30 feet downhill from his driveway gate and
going gradually uphill (along the hillside) in a westerly direction connecting into
the conservation easement which is west of his property, 2)dedicate a triangular
shaped section (130ft X 150 ft in size) of pathway easement at the southeastern
corner of his upper lot to coincide with the lookout area which is adjacent to the
Rancho San Antonio Rhus Ridge path, 3)retain the existing pathway easement
over the private roadway from the cul-de-sac on the lower part of Francemont
Drive proceeding up the asphalt road to the beginning of the new 20 foot wide
pathway easement requested in #1 above, and 4)remove all other pathway
easements on his property not shown on the 1981 Master Pathway Plan. Moved
BS, second JF. Motion unanimously approved.
- 13770 Wildflower- Lyman residence-Pathway easement connecting Wildflower to
Newbridge- CV reported on his conversation with the Lymans. They are willing to
have 3 pathway signs put up to direct people to the existing pathway easement
on their property. They would like the town to help pay for some plants to
provide screening when a pathway is constructed. BS agreed to get copies of
the plot maps to determine exactly where the pathway easement goes. CV
agreed to lead a Saturday walk in September to visit the site so that other
committee members can see it. This is our sixth pathway priority (per our June
23, 2003 minutes) for 2003-2004 to create a pathway linking Wildflower to
Newbridge.
Topic of discussion: Alternate entry trail into the Mid Peninsula Open Space
Preserve. BS stated he had discussions with Mary Davey (Mid-Peninsula’s
Open Space Preserve’s representative) regarding the town open space. Ms.
Davey supports an alternate entry into the Preserve and discussions focused on
possible entry points near the Wayman property. The committee expressed
interest in and support of these possibilities.
New Business:
Election of Officers for the year 2003-2004
-Chris Vargas- Chairman- Moved NE, second DC. Motion carried
unanimously.
-Ginger Summit- Vice Chairman- Moved NE, second BS. Motion carried
unanimously.
-Nancy Ginzton- Secretary- Moved NE, second MK- Motion carried
unanimously.
NE discussed the need to re-evaluate the pathway materials used in II-B
pathway construction. Committee recommended she confer with the City
Engineer on suggested new material description and bring written specs to
Pathway Committee for approval and recommendation to Council.
NE informed committee of pathway easements granted at July 17 Council
meeting.
NE discussed Pinewood School’s requested permit to place artificial grass on
their soccer field and the need to get a pathway easement from them during this
permit approval process. The land is owned by the Palo Alto School District and
leased to Pinewood School. Discussion ensued. Recommended that the public
utility easement along southeast side of Pinewood School, 26800 Fremont Road,
be expanded to also be a pedestrian and equestrian easement (multi-purpose
easement). Moved NE, second GS- Motion carried unanimously.
PRESENTATIONS FROM THE FLOOR: Carol Gottlieb-Commented on what was going
on in Planning meetings and Council meetings. Les Earnest-Said he had a planning
tool and information on his website which can be used in planning pathways –see
(http://home.pacbell.net/learnest/lsp.htm).
