Meeting called to order at 6:07 PM

Minutes of Feb 24th meeting: GS NE. Approved unanimously.
Next Pathway Meeting Monday April 28th at 6:00pm, walk at 8:30am on Saturday April 26th
Reschedule May to pathway walk on Saturday, May 17th and meeting to Monday, May 19th due to
Memorial Day.
OLD BUSINESS:
Charlene Geers Draft Letters: Tabled discussion to next meeting when Charlene can attend
Ken Olcott pathway impact fee payment: Tabled discussion to next meeting when Ken can attend
Bicycle Advisory-Mr. Kamangar stated that if LAH wants to get in a position possibly to receive Santa
Clara County matching funds for future bike pathway construction, the pathway committee needs to
designate a preferred route for the bicycle path. Request members to consider the possibility of
requesting a paved bike path to connect 1)Magdalena to El Monte on West side of 280, or 2) El Monte
to Arastradero along Elena, Robleda, and Purissima or 3)Fremont from Arastradero (Palo Alto) to Main
(Los Altos). Be prepared for May 2003 committee vote to establish our preference.
Volunteer work force for off road pathway maintenance. Mr. Stutz discussed with Town staff the
possibility of town volunteers helping maintain and clear an existing off-road path from Frampton
Court to Fern Hill Drive. The answer is that due to insurance and liability issues, it is not possible to
ask volunteers to do this work. Either the Town crew or an outside contractor hired by the town needs
to be used. The Trail Center was mentioned as a possible contractor for this work. Perhaps this should
be one of the pathways considered for our 2003-2004 capital improvement budget projects. Mr.
Warshawsky agreed to ask for a Town staff liaison person, preferably the City Engineer, to attend the
pathway meetings once a quarter approximately to discuss maintenance and other issues.
Newsletter. Mrs. Ewald presented the current pathway maintenance service request form and suggested
that the form be simplified for inclusion in the Town Newsletter. She also suggested that a new procedure
be put in place to facilitate the path maintenance request process. Mrs. Ewald volunteered to be the key
liaison in this effort. Discussion ensued regarding the repair request process. Motion for Nancy to be the
liaison to work with Town staff to help facilitate the repair request process and to bring such repair
requests from residents back to the committee so that it can prioritize the maintenance list. Moved GS,

NEW BUSINESS:
Discussion of path from Westwind Barn leading towards Central – Nancy Couperus provided a map, a
letter from the Friends of Westwind, and a pathway repair request form. Discussion ensued regarding the
potential for repairing the portion of pathway that has eroded. Mr. Cassam discussed the preferred method
to repair this path (compacted base rock with water bars) similar to the portion of this path near Central
Drive, which was repaired in the fall 2002 and is holding up well. The committee agreed with the Friends
of Westwind request to repair the path from the barn going down the hill to the flatter area, to clear a
native path from the flatter area to the gate leading into Byrne Preserve, to repair the boggy area near the
bridge, and to add 4-5 pathway sign posts designating these routes. The committee agreed that the cost of
these repairs should come from the remaining 2002-2003 Pathway CIP budget with the approval of
Town Council. Mr. Casssam was appointed liaison to work with Town staff and the Friends of Westwind
on this project.
April Saturday 26th the committee was encouraged to send a representative to the Westwind Earth Day
event from 1:00pm to 4:00pm. Mr. Fernandes will coordinate.
New Pathway Map Committee: Dot Schreiner and some members of her committee (Les Earnest, Carol
Gottlieb, Nancy Ginzton, Bob Stutz) attended the meeting to discuss their committee’s efforts. Their
committee meets on Friday mornings and the public is welcome. They are gathering and recording data
on off-road pathway easements in town. A map and a document record form were presented to indicate
how the committee is reviewing each off road pathway easement. Their committee plans to put all
recorded pathway easements on the map and make sure the map is absolutely correct and have
documentation to prove it. The committee’s Web site address is

Expense Budget: Mr. Montgomery discussed the request from Town staff for our next year’s operating
expense budget. Mr. Warshawsky agreed to ask the City Manager to prepare a written explanation of the
various budgets and funds available to the pathway committee for pathways. The pathway committee
requested a new operating expense budget for 2003-2004 of $15,800. BS CV. Passed unanimously
Pathway Ramblers: Ms. Summit discussed an informal group of LAH citizens called the Pathway
Rambler who like to walk the pathways in Town and could be useful in identifying maintenance requests
for paths.
Recommendations on properties seen on Saturday:
Mannes, 25351 Moody Road- Addition, Collect impact fee. NE CV Passed 6 for, 2 against.
Jessen, 10435 Berkshire Drive-Addition. Item tabled until resolution of whether the property is located
within LAH.
Erndt & Carson, 13452 Carillo Lane – Recommendation was already made in February 2002. No
change.
