REGULAR MEETING MINUTES
NOVEMBER 14, 2012 Member Present: Co-chairs Rebecca Hickman and Kit Gordon, Patty Radlo, Val Metcalfe, Julia Zarcone, Scott Vanderlip, Kathy Evans, Community Services Coordinator Sarah Gualtieri, Councilmember Jean Mordo. Guests: Jane Kawasaki - YRRP, John Harpootlian – Councilmember Elect, Kjell Karlsson – F & I Committee, Debbie Pedro – City Clerk, and Yulia Rasulova – Town Administrative Services Director, Call to Order: 9:04 a.m. Approval of Minutes: September minutes approved as written. October minutes approved as written Motion Scott Vanderlip/second Julia Zarcone YRRP Request for Additional Space Jane Kawasaki is requesting additional space at Westwind Barn to store program supplies for the YRRP. Jane stated that at this time the tack room is too tight to store the supplies. Jane is requesting a 5’x 5’ space in the Westwind Barn attic. Val Metcalfe brought up the safety issue of access and it was discussed that only Jane would access the space. Also, only plastic bins with lids should be used to avoid rodents.

regular meeting voted unanimously to allow Jane Kawasaki to use a 5’ x5’ space in the

Westwind Barn Financial Analysis Yulia Rasulova, Administrative Services Director, gave a presentation to the members of the PRC on the current financial status of Westwind Barn. She gave committee members a handout of the Powerpoint presentation she had given to Council. The following points were made: - Westwind Barn is currently running at a deficit of $189,000.00, and with a cost recovery of 54%. - Westwind Barn receives funds from the Verizon cell tower and from the Town’s General Fund - The Council gave their response to the recommendations made by the PRC at their 9/12/2012 meeting in regards to barn management as shown on pages 5 and 6 in the handout. Councilmember Mordo told the PRC that the Town is looking to have the deficit be reasonable, more in the $50k range. He stated that the Concessionaire model should be tabled and the Hybrid model (described on page 9 of handout) should be considered. Also raising boarding rates to reflect current market rates should be considered. The possibility of on-site housing should also be a consideration. A subcommittee was formed consisting of Julia Zarcone, Val Metcalfe, Jane Kawasaki, and Kjall Karlsson from the F & I Committee. They will do the following:
1. look at possibility of increasing the number of boarders at Westwind Barn 2. look at ways to decrease the operating costs of the YRRP 3. look at feasible rate increases for boarders Donation to Westwind Barn Deferred to next meeting Activity Guide Cover Sarah Gualtieri told the PRC that the cover of the Spring/Summer Activity Guide will highlight a youth activity. Jane Kawasaki said she had some very good photos and will email them to Sarah for consideration. Barn Lighting Everything is on track for the event. Volunteers are needed, Patty Radlo will work on getting them for the event. Festival of Lights Parade The Town will once again have their Mother Goose float in the parade. Youth Commission The Youth Commission held a Monster Bash for Halloween. Sarah Gualtieri reported to the PRC that the Youth Commission members were interested in doing a service project outside of the community. They have chosen to serve meals to the needy at Don Giovanni’s restaurant in Mountain View on Thanksgiving. LAHF Jennifer Carlstrom will have a written report on the activities of the LAHF for the next Parks and Rec meeting. She stated that their Halloween event was very well attended. Old Business Kit Gordon reported to the PRC that the second Monday of each month was the top time choice made by members in her pole. The committee will change their current meeting time.
Motion: The members of the Parks and Recreation Committee at their November 14, 2012
meeting, voted unanimously to change their regular meeting time to the second Monday of
each month at 9:00 a.m. in the Parks and Recreation building.
