PARKS AND RECREATION COMMITTEE
SPECIAL MEETING MINUTES
APRIL 6, 2011 Members present: Chair Julia Zarcone, Rebecca Hickman, Val Metcalfe, Kathy Evans, Kit Gordon, Whitney Saban, Patty Radlo, Associate Member Kavita Tankha, Community Services Coordinator Sarah Gualtieri, Eric Christensen Parks and Recreation Supervisor Guests: Mayor Ginger Summit, Councilmember Jean Mordo, Crystal Petralli, Jane Kawasaki Approval of Minutes December 2010 and March 2011 meeting minutes approved unanimously. Motion Rebecca Hickman/Second Val Metcalfe Westwind Community Barn The PRC members were led on a walking tour of improvements made, and improvements needed at WWCB, by barn manager Crystal Petralli. There is currently a drainage issue in two of the existing paddocks that are being utilized by the YRRP. Jane Kawasaki informed the PRC that she was working with Town staff on the problem. A bid for $15,000 has been received, but Jane felt this was too high. She will continue to work with the Town on this issue. Jane is also requesting that the Town put in two additional paddocks or one large paddock so she can have space for four plus horses. With her current paddock space accommodating only four horses, she has too spend too much time getting horses from the pasture, as well as trailering in a horse for her programming.
MOTION: The members of the Los Altos Hills Parks and
Recreation Committee at their March 6, 2011 Special Meeting,
voted unanimously to recommend that Council approve funding
for additional paddock space at Westwind Community Barn. The
Parks and Recreation Committee also recommends that
consideration of Westwind Community Barn future paddock use
support turn-out for current and future boarders. Motion Val

Sarah Gualtieri and Crystal Petralli reported that they have developed a list of facility needs for WWCB. Lights in the upper arena was discussed. Crystal stated that she thought the lack of lighting, as well as the lack of a covered arena, was a deterrent to potential boarders. She suggests low level lights that
could be pointed down. She will report back to the PRC at their May meeting with additional information. Barn Community Room Rental Policy Sarah Gualtieri reported that the Fire Marshall had inspected the Community Room to determine maximum occupancy. Per the marshall, the room will accommodate 16 people seated and 20 standing. Each user of the room will receive a packet containing Barn Rules and room usage rules. Cleaning supplies will be provided along with a cleaning list. Room usage will be limited to hours that barn staff is on site. Town Committees will be exempt from this rule. Val Metcalfe expressed concern about the Town’s liability regarding children on site, and suggested that there be a specified parent/child ratio. Budget Review Julia Zarcone and Sarah Gualtieri met and revised the list that was discussed by the PRC at their March meeting. Sarah will email the list to committee members for their review – all comments should be sent to Sarah only. Earth Day Sarah Gualtieri informed the PRC that the Easter Egg Hunt planned by LAHF will now be incorporated into Earth Day. Sarah ordered 100 units each of water bottles and bags for the event. Pricing will be, buy one water bottle for $10 and get the bag free. Eric Christensen met with McClennahan Tree Service and they will bring their all-electric lift truck to the event for a demonstration. Hoppin’ Hounds Event is on track. Volunteers need to report in at 7:30 a.m. Pathways The Los Altos Town Crier has confirmed that they will run an article to promote the run. Patty Radlo reported that she has gotten a number of volunteers for race day, and will continue to advertise at local schools and running clubs for additional volunteers. Date Review for Hoe Down and Barn Lighting The confirmed date for the Hoe Down is September 9, 2011, and the confirmed date for the Barn Lighting is December 4, 2011. Kathy Evans informed the PRC that the band from last year’s Hoe Down would like to return. PRC discussed and agreed to have Kathy hire the band for this year. A food vendor needs to be confirmed. The PRC felt this needed further discussion, and will agendize this topic for their May meeting.
Joint Los Altos Hills/Los Altos Meeting Los Altos has not responded to Los Altos Hills with a date preference. April 27, 2011 and May 18, 2011 were the two dates suggested. The meeting will be held in Los Altos Hills chambers from 6:30 – 8:30 p.m., with dinner provided. Little League Netting The netting will begin to be put up on April 7th or 8th, depending on weather. Eric Christensen stated that it should be completed in 4-5 business days. New Business It has been noted that there is a group of men using the Town Riding Ring for remote control cars. This has caused problems with equestrians wanting to use the riding ring, and with horses being spooked by the noise of the remote control cars. After the discussion the PRC made the following motion:
MOTION: The members of the Los Altos Hills Parks and
Recreation Committee at their March 6, 2011 Special Meeting,
voted unanimously to recommend that Council move to change
Town Municipal Code/Ordinance to state that the Town Riding
Ring be used exclusively by equestrians. The only exceptions will
be Town vehicles and equipment used for ring maintenance.
