Meeting Minutes
March 10, 2010

The Committee meeting was opened by Julia Zarcone at 9:25 am. Gary Waldeck
introduced himself as a candidate for Town Council. He was attending in order to learn
more about the Town’s Parks and Recreation Committee and Department.
Minutes for the February 2010 meeting were approved unanimously.
Karen Druker – LAH Tile Cement Bench Project
Karen Drucker, Art Curator to the Town offered to fund and create a LAH tile cement
bench for placement outside the Parks and Recreation Center. She also wanted to
announce the new art show at Town Hall taking place on March 21 from 2 to 5 pm.
A motion was made and seconded to accept Karen Druker’s offer of a donation to
fund, design and implement a LAH tile cement bench for the outside front section of
the Parks and Recreation Center using the 16 art tiles created by LAH residents.
The motion was approved unanimously
Jane Kawasaki – Update on Westwind Riding Programs
Jane Kawasaki reported that the programs fulfilled the goals and mission set when first
implemented seven years ago: 1. create a riding program(s) that encouraged residents to
use Westwind Barn that emphasized horse care along with riding skills with quality horse
instruction on quality mounts. 2. create programs that provide a continuum for LAH
residents who do not own mounts -- residents can lease horses and many younger
students have moved on to Pony Club. Jane requested staff help from the Committee and
the Department in the area of fetching horses from pasture for lessons. She reported that
25% of her time is spent in retrieving horses which could be spent in instruction.
A motion was made and seconded that the Committee support Riding Program
Director Jane Kawasaki’s request for more help in the area of collecting horses
from pasture for the Year Round Riding Program and recommends this help
request on to City Manager Carl Cahill for consideration. The motion was approved
unanimously
Golf Tournament Update
Sarah reported that she sent an e-blast to the LAH residents distribution list. The current
optimal number goal is 60 but this is flexible. Steve Johnson will be the Tournament
Event Director. He will make follow-up phone calls to possible participants. The
tournament is to be held May 3,
Pathway Run Update
Scott reported that planning is going well in all areas and that the run will not be
significantly increasing in size and scope this year. Sarah has been working on food and
other item donations, Steve Garcia is assisting with traffic control and Patty Radlo will be
securing volunteers for day-of help.
Event Calendar and Planning 2010 – review proposed events
The Committee discussed holding the Hoedown and Barn Lighting again for 2010.
A motion was made and seconded to hold the Westwind Barn Hoedown on
September 11, 2010 under specific conditions: that the Hoedown will be a
simplified, friend-raiser, community-inclusive event with food for sale on-site; that a
Subcommittee be formed which will report back to the P & R Committee with a
budget, promotion material drafts and plan for Committee approval prior to going
forward with the event. The motion was approved unanimously.
Joint Meeting with Los Altos Parks and Rec Commission
Julia reported that the Los Altos Commission will be making a presentation to its
members this evening on the LA/LAH Joint Senior Committee proposal. They will be
voting on the proposal and then sending their recommendation to the Los Altos City
Council for consideration at their March 22 meeting. The next meeting of the Joint
Senior Committee will be April 7 at the Los Altos Hills Town Chambers at 6 p.m.
Program Fee Setting
Val reported that after researching non-resident-fee structures in other Parks and Recreation
departments in surrounding areas she recommends we proceed with a flat fee differentiation across all
programs to maintain consistency. She said that the non-resident fees range between $12.00 to $14.00
in neighboring towns. For our direct neighbor Los Altos, she suggested exploring a reciprocal no non-
resident fee for residences in both towns. Julia said she would put that item on the agenda for the next
Joint LA/LAH meeting.
A motion was made and seconded to 1. Eliminate non-residence fees for Los Altos
residents registering for Los Altos Hills programs but maintaining Los Altos Hills
residence priority in registration and 2. Establishing a flat rate non-resident
registration fee of $14.00 for all Los Altos Hills program offerings. The motion was
approved unanimously.
Barn Guidelines
Crystal Petralli, Westwind Barn Manager reported that the Barn structural remodel is
almost done. She is working on new Barn rules, lease and boarding agreements with the
goal of producing a new document that is concise and less bulky than the previous
rulebook. She also reported that security cameras have been mounted at the barn. Crystal
has finished developing the new Barn website and requested that the website be linked to
the Town website and that the Town be responsible for registration and maintenance fees.
A motion was made and seconded to recommend the linking of the Westwind Barn
information website developed and maintained by Barn Manager Crystal Petralli,
to the Town of Los Altos Hills official website as well as Town financial payment of
all registration and maintenance fees pertaining to the WWB website. The motion
was approved unanimously.
