HomeMy WebLinkAboutMay 12PARKS AND RECREATION COMMITTEE MEETING MINUTES MAY 12, 2010 Present: Co-Chairs Julia Zarcone and Scott Vanderlip, Karin Bergh, Rebecca Hickman, Val Metcalfe, Kathy Evans, Patty Radlo, Jaime Lucia, Parks and Recreation Super- visor Eric Christensen, Councilmember Jean Mordo Guests: Councilmember Breene Kerr, Crystal Petralli, Jane Kawasaki Meeting called to order: 9:20 a.m. Approval of Minutes Meeting minutes for April meeting approved unanimously. Public Comments Councilmember Breene Kerr informed the Parks and Recreation Committee (PRC), that the Los Altos Hills Town Council will hold a meeting on Thursday, May 13, 2010, at 6:00 p.m., to have a focused review of potential capital improvements going forward for the next couple of years. He encouraged the PRC to identify potential projects requiring funding and presenting these items at the May 13 meeting. Councilmember Kerr also gave the PRC a list of improvements/upgrades to be reviewed and discussed for Westwind Community Barn. 1. an employee break room, with a sink to enable food preparation for barn special events 2. heating and plumbing 3. drainage and work on exterior paths, in particular paths on the north and south perimeters 4. a potential shade structure in the spectator area 5. rehab the existing well 6. landscaping Councilmember Kerr also talked with the PRC about use of facilities at Foothill College. He told the PRC that he has had many people questioning why Foothill College’s Pool is not available for resident use, and he stated that the reason for this is finances. He suggested that the Committee possibly help facilitate use of the gym, which is often closed to public use. Currently the gym is open on Saturdays from 8:00 – 11:00 a.m., with a usage fee of $50. Jane Kawasaki, from the YRRP program, addressed the PRC regarding several issues. She told the committee that she is now bringing the horses in from Byrne Preserve six days a week. Jane is also working on ways to market and publicize the YRRP at Town events. Jaime Lucia volunteered to distribute flyers for the program at the Town Picnic. Jane told the committee that she is interested in advertising the YRRP in the Los Altos recreation guide and that she is willing to pay for the cost herself. Julia Zarcone discussed the idea of sharing, or exchanging listings with the Los Altos Recreation Department. Julia Zarcone and Jane Kawasaki will approach the Los Altos Recreation Department with this proposal. Jane will also work with Sarah Gaultieri on publicizing the YRRP as well. 4th Of July Plans for the parade are going well. Horses will definitely de added to the parade this year. Eric Christensen and Courtenay Corrigan will have a meeting with Steve Garcia and the sheriff to finalize the details for the parade. Five Paw Bakery Rebecca Hickman reported to the committee that Five Paw Bakery is leaving the community. The bakery has donated dog biscuits to the Parks and Recreation Department’s Hoppin’ Hounds event annually. Rebecca asked the PRC to propose that the Town issue a commendation to five Paw Bakery for their generous contributions to the Hoppin’ Hounds Event. Recommendation: The members of the Los Altos Hills Parks and Recreation Department by a unanimous vote at their May 12, 2010 regular meeting, recommends that the Town Council issue a commendation to the Five Paw Bakery acknowledging them and thanking them for their generous contributions to the Parks and Recreation Department’s Hoppin’ Hounds event. Westwind Barn Guidelines Barn manager Crystal Petralli reported to the PRC that the changes to the Barn Guidelines discussed at the last PRC meeting had been reviewed by the subcommittee. She said that additionally, language pertaining to “stallions and foals” was removed, and all check boxes were removed as well. The next step is review by the Town Attorney. Ohlone Camp Infrastructure Julia Zarcone outlined for the PRC what the subcommittee had determined were the infrastructure nees for the Ohlone Camp. Shade structures - the Ohlone Camp needs to have two or three shade structures, with the location of these structures to be determined. It was suggested that perhaps “story poles” could be set up in the various suggested locations to determine the structure’s potential visual impact. Seating – seating is needed for the campers whether it be picnic tables, folding tables, a tarp, or a sandy area. Of concern is not putting in seating that would attract kids at night. Teepee – The teepee will be set-up is it’s usual location, but could be moved to a different location if necessary Port-A-Potty – are needed, but location is an issue. A Port-A-Potty must be located where it can be serviced. More information is needed. A composting toilet located at the bottom of the hill would be a permanent solution. Councilmember Mordo suggested that the installation of a composting toilet be an item proposed at the Town Council capital improvements meeting. More information is needed on the toilet, which needs to be done by Town staff, however, a ballpark dollar amount is needed for the capital improvements meeting tomorrow night. Recommendation: The members of the Los Altos Hills Parks and Recreation Committee voted unanimously at their May 12, 2010 regular meeting to recommend that a composting toilet be installed at the bottom of the hill near the arena at Westwind Barn. Westwind Barn Upgrades Councilmember Kerr comments regarding barn upgrades are located in the Public Comments section of these minutes. Julia Zarcone suggested that laundry facilities would be desirable at the barn. At the very least, if a washer and dryer cannot be installed at this time, the plumbing for them should stubbed out when plumbing for the sink is done. Activity Guide Eric Christensen told the PRC that work is continuing on the fall activity guide. He handed out a rough draft of the pagenation for the guide. The fall guide will contain 16 pages, with the last two pages of the guide devoted to registration. Some of the potential activities for Fall/Winter include ice skating, snowboarding, and Family movie night. Kathy Evans reported that the Youth Commission will have a Holiday baby-sitting night and asked that it be included in the guide. Eric reported that he is working with Avenidas to provide senior programs such as mah jong, bridge, various one day workshops, Feldenkrais and tai chi. The committee discussed the inclusion of community resource information in the fall guide. Eric would like to include the information in a column along the side of a page. Kathy Evans told the committee that the Community Relations Committee is willing to pay for an additional four pages in the guide, and has approved the funds to do so, to include more resource information. She suggested this be done once a year, preferably in the fall guide, and that it could be a “pull out” that residents could save. The PRC members also thought that the cover of the guide should not be generic, that it should be a picture of one of our local events. In general the PRC thought that the guide should feature more photos of Town programming or events as opposed to stock photos. Hoe Down Kathy Evans showed the PRC a flyer advertising the Hoedown. The committee recommended that the flyer specifically state that “country dinners are available for purchase” and with the wine-tasting that a “donation is requested”. Kathy reported that both the band, and table and chair rentals are reserved. Council will be asked to pay $800 for the tables and chairs and approximately $300 for additional craft supplies. Kathy stated she needed to go through the crafts that are in storage before she can give a final list of needed supplies to purchase to Eric. The PRC recommended that there be 2-3 food vendors. Roti Chicken has confirmed they will be at the Hoedown, and the PRC thought mediterrean would be a good addition. Town Picnic The Parks and Recreation Department will have tables set-up at the picnic. Activity guides and information on recreation activities will be available. A craft table will also be set up for children. Meeting adjourned 11:30 a.m. Next meeting, Wednesday, June 2, 2010 at 9:15 a.m. at the Parks and Recreation building.
