Meeting Minutes
October 15, 2009
Present: Co-Chairs Julia Zarcone and Scott Vanderlip, Val Metcalfe, Rebecca Hickman,
Patty Radlo, Kathy Evans, Barn Manager Crystal Petralli, Councilmember Jean Mordo,
Marketing Assistant Sarah Gualtieri, and Parks and Recreation Supervisor Eric
Christensen.
Meeting called to order at 9:05 am.
September 17, 2009 Parks and Recreation Meeting Minutes approved.
Announcements
The Los Altos Hills Family will be holding a Halloween event on October 25, 2009. The
event will be held at Fremont Hills Country Club and will be from 3:00 – 6:00 pm.
Activities will include pumpkin carving, volleyball, and other games. The Parks and
Recreation Committee will have an informational table at the event. Marketing Assistant
Sarah Gualtieri has ordered eco-friendly water bottles and reflectors that can be given out
at the event.
Parks and Recreation Committee Change of Meeting Time
The PRC discussed the possibility of changing their meeting time from morning to late
afternoon or evening. The reason for the possible change is so that more community
members can attend the PRC meetings. The proposed time changes discussed were to
either 5:00 – 6:30 pm. or 7:30 – 9:00 pm. on the 3rd Monday of every month. After
Committee discussion the following motion was made:
Motion: The Parks and Recreation Committee will change its current morning
meeting time to 5:30 – 7:00, the third Monday of every month. The Parks and
Recreation Committee will re-evaluate this change after three meetings have been
held.
Field Use rules update
PRC Supervisor Eric Christensen gave the Committee a handout of the draft policy for
athletic field usage in the Town for review and discussion. He stated that the liability and
insurance sections of the draft policy had been updated. He also reported that he has
been researching how adjoining Towns handle their fee structures for field use. After
discussions the Committee recommended that a facilities mission statement be added,
with a description of what facilities are available and what the fields can be used for.
This mission statement should precede the Rules of Use in the document.
Town Riding Ring use update
Eric Christensen gave the Committee a draft Town Riding Ring and Round Pen Use
Policy for review. After discussion the Committee had the following additions:
* add a Mission Statement emphasizing community use and a description of
purpose.
* add that helmets must be worn at all times by any rider under the age of 18,
and that helmets are strongly advised for adults
* add that adult supervision is recommended for riders under the age of 18.
* clarify that drop-in use is still available
* add that the Rider assumes the risk
Eric will discuss the following additions with the Town Attorney.
Recap of Joint Los Altos/Los Altos Hills Parks and Recreation Departments Meeting
Julia Zarcone reported to the PRC that the Town of Los Altos is going to have a new
Seniors Committee, which is separate from the Los Altos Parks and Recreation
Commission. In the Los Altos Senior Committee mission statement, it was stated that
they would like to eventually make this a joint committee between the Towns of Los
Altos and Los Altos Hills. This committee would consist of 5 -7 members, with 2 of the
members being Los Altos Hills residents. Julia recommended that the PRC make a
motion to the LAH Town Council regarding the initial set-up of this joint committee.
Motion: On October 15, 2009, the Los Altos Hills Parks and Recreation Committee,
by unanimous vote of its membership, recommends to the Los Altos Hills Town
Council, that they support the participation of the Los Altos Hills Parks and
Recreation Committee with the Parks and Recreation Commission of Los Altos, in a
newly forming Los Altos committee, to promote senior programming and activities.
The Los Altos Hills Parks and Recreation Committee finds that either the Library
Commission or the Joint Volunteer Awards Committee models are acceptable for
our Committee’s representation. Our Committee is seeking Council support for this
participation as the initiative moves forward.
Barn Lighting
The Barn Lighting will take place on Sunday, December 6, from 1:00 – 4:00 pm, at
Westwind Barn. Eric Christensen asked for feedback on whether the large pine tree near
the cell tower at the barn should be lit. He stated that this could be subcontracted like the
downtown tree lights in Los Altos. It was suggested that the current workmen at the barn
might be able to put up the lights. Eric will approach the company and see if this is a
possibility.
Westwind Barn Restoration Update
The barn restoration is going well. At least one day has been lost to the rain, but
restoration is still on schedule. Roof repairs are on going, and drilling for support piers is
currently going on and will take at least one month. The work area has been kept clean
and safe.
Rhus Ridge/Moody Road
The property on the corner of Rhus Ridge Road and Moody Road was discussed by the
PRC for development as a possible future “wild” park. Co-Chair Scott Vanderlip asked
Eric Christensen to find out more information regarding the parcel, including dimensions,
what use is permitted, and title. The PRC will do a walk-thru of the parcel as part of its
next Committee meeting on December 14, 2009.
Next meeting will be on Monday, December 14, 2009. 4:30 pm at Rhus Ridge parcel,
and 5:15 pm. at the Parks and Recreation Building.
