Meeting Minutes
September 17,2009

Meeting called to order at 9:04 am.
Approval of August minutes deferred to October meeting.
Halloween Horse Show
The annual Halloween Horse Show will be held on Saturday, October 24, 2009. The
show will begin at 8:00 am with the Costume Class starting at 12:30.
Joint Los Altos and Los Altos Hills Parks and Recreation Departments Joint Meeting
The special joint meeting between the Los Altos and Los Altos Hills Parks and
Recreation Departments will be held on Wednesday, September 30, 2009, 5:00 pm at the
Shoup Park Garden House.
Beverly Tucker, Los Altos Parks and Recreation Director, addressed the PRC, discussing
five main items that Los Altos has identified to discuss with Los Altos Hills for possible
collaboration.
1. Dog Park – Los Altos has established a task force to research; the Town is
Interested in a stand alone dog park
2. Skate Park – this item they would like to give further consideration and get
LAH input.
3. Senior Activities – Los Altos has a subcommittee established to research new
classes and activities for seniors. Los Altos is interested in coordinating with
Los Altos Hills
4. Teen Center/Activities – Los Altos wants to develop more quality, on-going,
supervised teen activities.
5. Community Pool – the community pool falls within Phase 3 of 4 in the Town
of Los Altos Masterplan.
Riding Arena Use Rules
The need for posted arena usage rules for the Town Riding Ring (TRR) was discussed.
Eric Christensen stated the need for consistency of arena usage rules between the Town
Riding Ring and Westwind Barn. Eric distributed a document to the PRC, “Guidelines
for Arena Usage”, that currently exists for Westwind Barn. Julia Zarcone identified 3
areas that needed to be addressed:
1. Clarity of Rules – items and policies that need to be specifically addressed
in the usage rules include the following:
- jumping with supervision only
- no loose horses in ring
- helmets are required for riders under age 18
- no unauthorized classes or clinics
- LAHA and the Town have priority for TRR use
- fee structure for TRR use needs to be the same as WWB
2. Communication of Usage Rules – rules need to be posted at the TRR with a
Town contact number for questions; additionally usage rules should be posted
on the Parks and Recreation website.
2. How rules policed – signage at the TRR needs to have contact numbers for the
Town and the Sheriff, and usage rules need to be available on-line.
Purissima Fields Use Rules
Eric Christensen distributed the current “Town of Los Altos Hills Athletic Field Use
Policy” to the PRC. He stated that there is a need to add a turf preservation section the
current rules to protect the fields. He stated that there is not problems currently, but he
wants to be proactive, adding that many towns have adopted a preservation clause into
their field use rules.
Westwind Barn Update
Restoration continues on the barn. Currently work is being done on the barn roof.
Hoedown Recap
Kathy Evans reported that the Hoedown was a great success and very well attended. She
stated that there were “lots of new faces” in attendance.
Westwind Barn Lighting
This year’s Westwind Barn Lighting will take place on December 6, from 1:00 – 4:00
pm. Currently there is a need for a 2nd Santa. Kathy Evans reports that she is trying to
get performing groups from local schools. Each group would give a ten minute
performance. Craft activities will be geared for younger children. The Hickman family
will again donate use of their stagecoach. Kathy would like to have children’s pony rides
at a cost of $700 for 5-6 ponies.
Motion: The Parks and Recreation Committee recommends that Parks and Recreation
Supervisor Eric Christensen ask the Town Council for funds not to exceed $700, for pony
rides to be provided at the December 6th Westwind Community Barn Lighting event.
Golf Tournament
The Los Altos Hills Golf Tournament has been postponed until Monday, May 3, 2010.
Steve Johnson and Jaime Lucia are currently looking into prizes, and also into small gifts
with the Parks and Recreation Department logo.
Fall/Winter Activity Guide
Eric Christensen reports that the current Fall/Winter Activity Guide is now posted on the
Town website and that it will be mailed to residents next week.
The deadline for submission to the Spring Guide is December 1, with a February 1, 2010
“in resident’s hands” date.
Marketing
Jane Kawasaki from the YRRP reported to the PRC that the current YRRP marketing
flyer was “great”. She also told the PRC of a potential marketing opportunity for the
YRRP. On August 16, 2009, Olympic silver medalist, Gina Miles taught both YRRP
students an Pony Club members, providing a portal to higher level horsemanship in Los
Altos Hills programs. PRC members thought this would be a good opportunity for an
article or feature in the Los Altos Town Crier.
New Business
Eric Christensen informed the PRC that it was time for nominations for the Joint Los
Altos/Los Altos Hills Community Service Awards. Nominations are due on October 30,
and need to include the nomination form and two letters of recommendation. The
nominating committee is looking for well-rounded volunteers as opposed to volunteers
focused on a single activity.
Next meeting will be Thursday, October 15, 2009 at 9:00 am in the Parks and Recreation
building.
