Meeting Minutes
July 16, 2007
9:30 a.m. Town Hall Chambers
Present: Co-Chair Val Metcalfe, Ben Gikis, Rebecca Hickman, Scott Vanderlip, Patty Radlo,
Eric Christensen, Parks and Recreation Supervisor

The Committee meeting was opened by Val Metcalfe at 9:35.
Westwind Standing Committee -- Westwind Barn Restoration
Val reported that City Manager Carl Cahill is still in negotiation with Carter Ware, the
architect, to tighten up the details of the agreement. Councilmember Breene Kerr is part
of the negotiation process.
Ad Hoc Facilities Committee
Eric said talks have opened with Palo Alto officials to try to open Foothills Park to Los
Altos Hills residents. The access to the park would be in return for Los Altos Hills
funding the fire station at the park. Council Member Breene Kerr and City Manager
Carl Cahill will attend the next Palo Alto City Council meeting on July 27 to make this
request.
Eric said that that Parks and Rec is looking into the drainage problem at the Little League
fields. CSG Engineering has sent a proposal for $98K to redo the irrigation system
According to Ben, water timers are a big issue. He said that Colony is not good at setting
water timing – the sprinklers are going in the rain or they are not set to water according to
the different fields’ drainage needs. Eric said part of the problem is the run-off from 280
and the topography. As further assessment of the field drainage situation continues, Eric
said he will be reviewing field rental rates to help off-set some of the costs of a new
irrigation/drainage system.
Summer Camp Updates
Eric reported that Mad Science was well-attended as was Skyhawks and Mini-Hawks.
The LAX camps were very popular and Eric said he will be offering a camp in the fall.
Fall/Winter Program Guide
Eric is currently working on the catalog due in mid to late August. Patty Radlo suggested
he set the time for the LAX camp at 3:30 so children have enough time to get to the camp
after school. Other fall/winter offerings include YRRP, Kids Love Soccer, a Snowboard
Camp, and yoga classes. Patty suggested that Eric contact LAH resident Sharon Barkoff
for possibly holding children’s cooking classes. Ben suggested a Dog Agility class.
Some upcoming events listed in the guide include the Westwind Hoedown on Sept. 15
and the Holiday Barn Lighting in December.
California Park Bond Monies and Grants
Eric reported that there are currently 3 grants available to the Town for Parks and
Recreation use.
1. One for $21,663 (Z-Berg grant) that also has $9000.000 partial matching grant fund
portion as well. Monies must be approved and used by March 31, 2011.
2. 2002 Resources Per Capita Grant (Z-berg) – Currently there is $220K available for use
for capital improvements only.
3. 2000 parks Bond Act -- $5285.00. This fund must be approved and used by March 31,
2008.
The Committee discussed how to approach using the grants. It was agreed that the
committee would wait for recommendations from the Ad Hoc Facilities Committee.
Eric will follow-up with the State on how to apply for project funding and also inquire
about reapplying for the Westwind Barn restoration project now that the management
relationship with the Friends of Westwind and the Town have changed. Ben said that
the 2000 Parks Bond money could be used to address safety issues at the Little League
fields.
