FINAL Meeting Minutes
Tuesday, February 27, 2018
Parks and Recreation Building, Los Altos Hills
1. Roll Call; Committee Membership
The meeting was called to order at 7:35pm by Vice Chairman Lew Jamison. Present: Karen Emerzian, Lana
Einschlag, Michael Schoendorf, Nena Price, Monsour Moussavian, Dennis Duffy, and Roger Burnell (Late).
Associate Member: Ron Knapp. Staff: Sarah Robustelli.
Introduction of new Member, Dennis Duffy.
Dennis has International experience with several Government Agencies including the NSA. Dennis thinks our
meetings are far more friendly and productive than the meetings he attended in the past.

2. Introduction of Members of the Public
Attendees: Kjell Karlsson, Joan Sherlock
3. Review of Prior Committee Meeting Minutes
The meeting in January 2018 was not officially held due to lack of quorum. The prior meeting was Tuesday,
November 28, 2017. Without discussion, Karen Emerzian made a motion to approve and adopt the Minutes, with
Second by Monsour Moussavian.
4. Discussion of Reactivation of Neighborhood Network Program
Joan Sherlock, former CRC Member, presented plans to re-start the Neighborhood Network Program, using outline
and background material from documents dated March 24, 2009. Discussion of steps required, how to proceed,
resources needed, including volunteers, direct mail, and budget requirements. Brief discussion by the Committee
followed.
At the request of Lew Jamison Vice Chairman, Dennis Duffy has agreed to take the lead for the CRC and work with
Joan Sherwood to re-activate the Neighborhood Network Program and report back to the CRC on the feasibility of
reactivation and any additional resources needed.
5. Discussion of Committee Membership and Meeting Attendance.
After some discussion, a motion was made by Vice Chairman Lew Jamison to approve a rule that will automatically
change the membership status of any full Committee Member to Associate Member after absence of three consecutive
meetings. One of the topics was; what constitutes special circumstances. One thought is that special circumstances are
medical events and we need to discuss other events. There was some dissent from Michael Schoendorf, and
discussion about consideration of special circumstances by Associate Member Ron Knapp. After discussion the
motion was approved 5-1 by the Committee.
6. Review of Prior City Council Meetings.
Sarah Robustelli presented a brief description of Council discussion of the Neighborhood Network Program and
Emergency Preparedness Committee.
7. Welcoming of Town Newcomers
Deferred to next meeting, due to absence of Chairman Roy Woolsey who has the information.
8. Report of Town Events
Sarah Robustelli presented information about events in December. The Barn Lighting was the largest attendance ever,
and the Caroling attendance was low (about 10) due to inclement weather. The Chamber Music Concert on January
15 was well attended with over 70 people.
9. Los Altos Hills Town Picnic
Miscellaneous Reports:
Ron Knapp reported that the band, Touch-and-Go was confirmed for $1,000, $200 below budget. This band
played at the Picnic several years ago and was well received.
Roger Burnell reported that the Pirate had been confirmed after a long absence from the Picnic. The Pirate
show could use a couple of volunteers from the Youth Commission.
Sarah Robustelli reported that special aprons have been ordered, the equipment rental has been ordered with
the same specifications as last year.
Sarah also presented the quotation from Maverick’s BBQ again the year, which was approved by the
Committee after brief discussion, by motion from Monsour Moussavian, second by Roger Burnell. The
suggestion was made to add some extra salad selections, which Sarah will ask the vendor and report at the
next meeting.
Other items were discussed including the car show and how to recognize Bill Downey who recently passed
away and was intimately involved with the past car shows, a new train vendor with a new look of the train.
Review of the list of Subcommittee Chairs and volunteers was deferred to next meeting since the last year’s
list was unavailable for the meeting.
The Picnic budget was discussed and agreed to increase the total amount to $46,500 to present to the City
Council for approval.
10. Discussion of Possible Future Events
There were no new event proposals presented at the meeting. The Architectural tour of Stanford was discussed with
no action. Also the tour of Tesla was discussed and tabled until the next meeting. It was agreed to review these items
as well as the items suggested at the last survey presented by Roger Burnell last year with suggestion that each
Committee Member think of at least one idea for a future event for consideration at the next meeting.

12. Date for Next Meeting and Adjournment
The next meeting date is March 27, 2018. A motion was made by Lew Jamison to adjourn the meeting, with second
by Roger Burnell, and approved by the Committee at 8:51pm
