Town of Los Altos Hills
Community Relations Committee
Final Meeting Minutes
Tuesday, September 25, 2018
Parks and Recreation Building
1.Roll Call; Committee Membership
The meeting was called to order at 7:30 PM. Present: Roger Burnell, Lana Einschlag, Karen Emerzian,
Lew Jamison, Nena Price. Associate members, Barbara Cannon, Mansour Moussavian, Roy Woolsey. Council
Liaison: Courtenay Corrigan.
2.Introduction of Members of the Public; Public Comment
Kjell Karlsson, George Tyson and Kavita Tankha. George and Kavita are candidates for LAH City
Council, and each spoke briefly regarding their candidacy.
3.Report on September Committee Presentation to Council
Roy Woolsey circulated copies of the slides he presented to the September Council meeting. In response to
issues raised by the presentation, the Council commented as follows:
Council encouraged the Committee to work to reactivate the Neighborhood Network program.
Council encouraged the Committee to propose additional events that it might organize, such as a
corporate tour (Tesla, Google or other), a Stanford University campus and architectural tour, or
neighborhood ice cream socials perhaps in connection with the neighborhood network program.
After some discussion the Council voted to address the Committee’s quorum problem by reducing the
size of the Committee to five members, rather than taking any action on the Committee’s “injured
reserve” suggestion. This change will be reflected in a revised Standing Committee Resolution.
4.Review of Prior City Council Meetings
Courtenay Corrigan discussed the motivation of the Council’s decision to reduce the Committee
membership to five rather than creating an “injured reserve” status for the Committee. Council did not want to
modify the Town’s Standing Committee resolution to create a special status just for one Committee. Courtenay
explained that the number of full Committee members could be modified if the Committee felt a larger number
would be better, but recommended an odd number of members as being best for achieving a quorum.
5.Selection of Five Voting Committee Members
After some discussion the Committee agreed that the five full members should be selected on the basis of
those who are most likely to be able to attend all meetings. Roger Burnell, Lana Einschlag, Karen Emerzian,
Lew Jamison, and Nena Price will be the five full members of the Committee. Dennis Duffy, Ron Knapp,
Mansour Moussavian, Neil Rayborn, and Roy Woolsey will be associate members of the Committee.
Neither Dennis Duffy nor Michael Schoendorf were present at the meeting. The four-year term of Michael
Schoendorf on the Committee expires next month (October, 2018); since the Committee is now at capacity there
is currently no space on the Committee for him to reapply for full membership. Dennis Duffy has missed a
number of meetings due to business obligations, so it is natural for him to become an associate member.

6.Selection of Committee Officers for 2018-2019 Year
After some discussion, the following Committee officers for the 2018-2019 year were approved: Lew
Jamison as chair, Roger Burnell as vice chair, Roy Woolsey as secretary for half of the meetings over the year,
and a yet-to-be-identified member as secretary for the other half of the meetings over the year.
7.Review and Approval of Prior Committee Meeting Minutes
The minutes of the June 26, 2018 meeting were approved as drafted.
8.Discussion of Reactivation of Neighborhood Network Program
Since Dennis Duffy was not present at the meeting, this item was continued to the next Committee meeting.
The Fire District has hired a new general manager, which should facilitate program reactivation.
9.Welcoming of Town Newcomers
Roy Woolsey reported that since the last meeting, mailing labels were prepared and sent to Town Hall as
follows: 16 newcomers for June, 11 for July and 12 for August for the first letter from Council, and 12
newcomers for April, 15 for May and 16 for June for the second welcoming letter from the Committee. The
Committee discussed the possibility of organizing a newcomer welcoming reception, perhaps in late April or
early May of next year. The spring was viewed as a better time than fall for such an event.
10.Los Altos Hills Town Picnic
The final report on the 2018 Town Picnic that was circulated at the meeting was approved without change.
Committee members will keep copies that can be referred to in preparation for the Town Picnic next year.
There was no discussion of recommendations, entertainment or other long lead items for next year.
11.Nominations for Joint Community Volunteer Service Awards
Roger Burnell led a discussion of the joint community volunteer service awards. Copies of the nomination
form and instructions were available in the meeting. No suggestions for nominations were made in the meeting.
Members will consider whether to nominate someone before the October 26, 2018 deadline.
12.Articles for December “Our Town” Issue.
The possibility of contributing an article to the December issue of the Town Newsletter was discussed.
Roger Burnell described the “meet your neighbor” articles that were occasionally written for the newsletter.
Courtenay Corrigan suggested an article on issues in Town facing the new City Council next year. Roy
Woolsey offered to draft an article, and Courtenay would review and edit it before the October 3, 2018
submission deadline.
13.Additional Items or Contributions from Committee Members. None.
14.Date for Next Meeting, Adjournment
The Committee will next meet on October 23, 2018, its regular fourth Tuesday of the month meeting date in
October. The meeting was adjourned at 8:35 PM.
