Meeting Minutes
Tuesday, January 24, 2017
Parks and Recreation Building
1.Roll Call; Committee Membership
The meeting was called to order at 7:34 PM by Chairman, Roy Woolsey. Present: Karen Emerzian,
Mansour Moussavian, Nena Price, Michael Schoendorf, Roy Woolsey. Associate member: Ron Knapp.
Town Staff Liaison: Sarah Robustelli.
2.Introduction of Any Members of the Public. None present.
3.Review of Prior Committee Meeting Minutes
The minutes of the November 29, 2016 Committee meeting were approved as drafted.
4.Review of Prior City Council Meetings. No report.
5.Welcoming of Town Newcomers
Roy Woolsey reported that there were just six newcomer families in November and December; this
time of year is generally slow for real estate. Roy will hold these names until the January names come in,
and then submit November through January names to Town Hall.
After some discussion, it was agreed that the newcomer packet should include an invitation for
newcomers to join a Town standing committee, and Roy will bring the information on this topic to the
next Committee meeting for review and discussion by the Committee.
6.Committee involvement in Forthcoming Town Events
Sarah Robustelli reported on the barn lighting, chamber music and caroling events. The chamber
music event was a new event in Town, and was particularly well received.
7.Planning for April, 2017 Special Event at Stanford
Roy Woolsey reported that Roger Burnell is working on this event with Stanford University
personnel, but there are possible schedule implications to getting the event together for this April.
8.The Los Altos Hills Town Picnic
Roy Woolsey reported on a draft lead article for the “Our Town” newsletter summarizing the
establishment and growth of the Town Picnic over the years, since the Town Picnic this year will be the
twentieth. The Town Picnic will also be announced in the Activity Guide, and of course in a special
mailing to Town residents. The flier for mailing will be reviewed in the next Committee meeting. The
flier and registration procedure could include questions in addition to asking for volunteers, such as how
many picnics have been attended in the past.

The consensus of the Committee was to seek the return of the “Element” band. The Committee
agreed that more hot dogs should be provided, since hot dogs always seem to run out first at the Picnic.
The Committee agreed to the return of pig races, if they could be arranged at a reasonable price, and the
video game truck. Sarah Robustelli will look into these matters. A draft checklist of picnic tasks and a
picnic proposal and budget prepared by Roy Woolsey were reviewed. It was agreed that Committee
members would review the list of picnic tasks and be prepared to volunteer in the next Committee
meeting for tasks they would like to handle. The proposal and budget will be reviewed and finalized in
the next Committee meeting and the forwarded to Council, perhaps for inclusion in the consent calendar
for the March Council meeting.
9.Report on Meeting with Mayor and Committee Chairs
Roy Woolsey reported that he attended a 2 ½ hour meeting with the Mayor and Committee Chairs on
Thursday, January 19, 2017. Each Committee reported on its activities. Roy described the newcomer
project, and the Education Committee representative mentioned the buddy system for new students that
could possibly be useful for new Town residents. The Parks and Recreation Committee will
communicate whether it needs a canopy at the Town Picnic.
The Mayor would like each committee to give a verbal report to Council sometime during the year,
using perhaps four to five slides and taking no more than ten minutes. He would like the Community
Relations Committee’s report after the Town Picnic, and it was agreed that the report would be given in
September. The Mayor would like each committee to review its charges and duties in the context of the
Town’s General Plan, and suggest any changes to the charges and duties by the end of March. Since
committee volunteers may interact with the public, there is concern on the Council about a code of
conduct for Town volunteers. In order to get “new blood” on committees which are full, the Council
might enact term limits which would only apply to full committees.
10.Review and Discussion of Committee Charges and Duties
The Committee continued its discussion of its charges and duties. Roy reported that his review of the
Town’s General Plan did not suggest changes to the Committee’s charges and duties, but other committee
members should consider this issue and discussion should continue at the next Committee meeting. Roy
Woolsey had suggested that perhaps the Committee could have a number of subcommittees to work on
individual charges and duties, but the consensus of the Committee was that the whole Committee should
be involved in performing its charges and duties. It was decided to try to complete this discussion of the
Committee’s charges and duties in the next Committee meeting.
11.Additional Items or Contributions from Committee Members. None.
12.Date for Next Meeting and Adjournment
The next meeting will be the fourth Tuesday in February, which is February 28, 2017. The meeting
was adjourned at 9:03 PM.
