Meeting Minutes
Tuesday, September 26, 2006
Council Chambers
1. Roll Call
The meeting was called to order at 7:30 PM by Chairman, Roy Woolsey. Present: Chairman,
Roy Woolsey. Members, Karen Emerzian, Patty Woolsey, Duffy Price, Nick Osborne, Ron Knapp,
Barbara Waldeck, Roger Burnell. Associate Member, John Swan. Associate Youth Commissioner, Ting
Ting Liu.
2. Committee Organization
Nick Osborne was just appointed by the Council as a member of the Committee and was
introduced to other Committee members. Roy Woolsey was selected by the Committee as Chair for the
forthcoming year. Roy expressed his appreciation for the support of the Committee, and said that some
year another member should step forward to serve as Chair. Members of the Committee requested
current roster of members and current resolution on standing committees, and Roy said he would make
this request to Town Hall.
3. Review of Prior Committee Meeting Minutes
The minutes of the last Committee meeting were approved as distributed.
4. Welcoming of Town Newcomers
Patty Woolsey reported that since the last Committee meeting, 60 names of newcomers were
given to Town Hall for mailing of the newcomer welcoming letter.
5. Selection of Youth Commissioner
Ting Ting Liu said she is interested in becoming Youth Commissioner, and that Rachel
Kellman’s sister Lisa might be interested in becoming Associate Youth Commissioner. Both have
community service applications that they should fill out and return to Town Hall. Ting Ting talked about
$25 subscriptions to the high school newspaper, the Talon, on which she is an editor, and Duffy Price
suggested Ting Ting might contribute articles to the Town Newsletter and write about the Talon.
6. Report on Presentation of Colors/Pledge of Allegiance at Council Meetings
Duffy Price and Ting Ting Liu discussed the Presentation of Colors at Council Meetings, which
will be done for the third time on September 28. Duffy reviewed the procedure for the presentation.
7. Review of Charges and Duties of the Committee
The charges and duties of the Committee, and how to best implement them, were discussed.
Duffy Price will include a “meet your neighbor” column and resident reply card in some Town
Newsletters. The Committee might review Town charitable donations. Improvements to the Town web
site were discussed, and a subcommittee of Roger Burnell, Nick Osborne and Ting Ting Liu will look into
website improvements. Lisa Kellman will be asked if she would like to participate in the subcommittee.
All Committee members should look at the website and make suggestions for improvements at the next
Committee meeting. Roy Woolsey will look into reinstituting quarterly meetings of the Mayor and
Committee Chairs, and look at the standing committee resolution regarding annual joint Committee and
Council meetings. Committee members should consider the appropriateness of our charges and duties
and how best to perform them, and discuss this matter further in the next meeting.
8. Los Altos Hills Town Newsletter
The Committee reviewed the September Town Newsletter, and agreed it was a beautiful, very
well balanced work. Duffy Price reported that feedback she receives is mostly positive, and the Council
gives good guidance, such as the topic for the front page. Her effort involves about 35 to 40 hours per
issue.

9. Report on Hidden Villa Summer Concert Series
Roy Woolsey reported on the successful Hidden Villa Summer concert series. The Committee
served wine at the first concert. At the third concert Roy was ask to draw the name of the door prize
winner out of a hat, and drew the name of Nick Osborne.
10. Approval of Final Report on 2006 Town Picnic
The Final Report on the 2006 Town Picnic, dated Sept. 19, 2006, was approved as distributed.
11. Initial Consideration of 2007 Town Picnic
The date of June 3, 2007 was confirmed for the next Town Picnic. Roy Woolsey will arrange for
Town Hall to write a letter to the Little League reserving all fields for that day, and field #2 for the
afternoon before for setup. The Committee was divided as to whether Ye Olde Towne Band should be
asked to return or another band should perform; Ron Knapp will investigate other bands and report at the
next meeting. Roger Burnell will ask David Wilson to pencil in the date as entertainer at the next Picnic.
12. Town Mixer Event
John Swan led a discussion of his Town Mixer proposal, and a proposed flier and publicity
strategy that he distributed in the meeting. After considerable discussion, it was agreed that the proposal
would be modified to change the date of the first mixer to a date after the election, to delete the reference
to a political-free zone, to note the agenda as being primarily public education, and to include e-mail
announcements. John will investigate the cost of signs at the entrances to Town, and these may be
included in a proposal for the next mixer. John was selected as event chair. [After the meeting, John
proposed that the agenda not be education and the matter be discussed further at the next meeting.]
The Committee unanimously approved a motion that the Council should schedule a hearing with
public input requested on the issue of Measure H which will be on the November 7 ballot, and that the
Council should consider adopting an advisory position on Measure H as a result of that hearing. Roy and
Roger will discuss with Council Liaison Jean Mordo how this matter should move forward.
13. Volunteer Recognition Dinner
Roger Burnell will prepare a short statement regarding volunteer recognition pins to be
distributed at the October 20 volunteer recognition dinner. The Committee agreed that 250 fiftieth-
anniversary glasses would be put on a table at the dinner and every attendee would be encouraged to take
one.
14. Report on status of Remaining Town Videos and Glassware
Roy Woolsey reported that approximately 20 videos remain at Town Hall, but that only about 6
of the anniversary glasses have been purchased so far.
15. Additional Items or Contributions from Committee Members
Roger Burnell noted that a refund in the amount of $190 is due John Swan from the anniversary
Gala, since his admissions were given to a guest of the Committee. Roger also noted that a certain
Council member needed a last minute ticket for a family member, and apparently hasn’t paid for that
ticket. Roger also reminded the Committee about the Volunteer Service Awards, the deadline for
nominations for which is later in October. Roger encouraged Committee members to consider possible
candidates for nomination.
Roy Woolsey noted the December 7 public hearing of the County Board of Education, and asked
if the Committee had any objection to him speaking on behalf of the Committee in favor of redistricting.
There was no objection, but it was suggested that Roy clear this with Town Hall.
16. Date for Next Meeting and Adjournment
The next Committee meetings will be held at 7:30 PM on Monday, October 30. The meeting was
adjourned at 9:45 PM.
