Meeting Minutes
Tuesday, November 15, 2005
Council Chambers
1. Roll Call
The meeting was called to order at 7:38 PM by Chairman, Roy Woolsey. Present: Chairman,
Roy Woolsey. Members, Ron Knapp, Patty Woolsey, Karen Emerzian, Roger Burnell, Duffy Price.
Associate Member, Linda Seidel. Council Liaison, Jean Mordo.
2. Review of Prior Committee Minutes
The minutes of the last meeting were approved as distributed.
3. Welcoming of Town Newcomers
Patty Woolsey reported that since the last Committee meeting three sheets of mailing labels, with
a total of 60 newcomer names, were delivered to Town Hall for mailing of the newcomer letter.
4. Report on Presentation to Council Regarding Town History
Roy Woolsey reported on the October 6 City Council meeting at which the Committee’s
recommendations on Town historical matters were discussed. The council will recognize the current
Town Historian, but no decision on a new Historian or Historical Commission was reached. The Council
wants to see the condition of the Water District building before deciding on a permanent home for a
Historical Exhibit and Archive. Jean Mordo reported that it was determined that the Water District
building was in pretty good condition. Therefore it might be possible for the building to house
emergency communications equipment and allow Heritage House to serve as a Historical Exhibit and
Archive.
5. Review of Activities for Town’s Fiftieth Anniversary
Roy Woolsey reviewed all of the various activities that are being planned for the Town’s Fiftieth
Anniversary as summarized in the front page article in the December Town Newsletter.
6. Planning for Fiftieth Anniversary Dinner Event
Roy Woolsey reported that at the October 6 City Council meeting the Council approved the
Committee’s proposal for the Fiftieth Anniversary Dinner Event, including the price of $95 per person
and a subsidy of $5,000. Roger Burnell described the layout of the Los Altos Country Club, and how
attendance above 250 people could be handled. It was agreed that reservations should indicate whether
attendees are Town residents or not, and priority should be given to Town residents. After considerable
discussion, it was agreed that the event should be elegant and memorable, and that the admission price
should be $95 per person, including champagne and wine, appetizers and dinner. A special event
planning meeting of the Committee will be held at the Country Club at 7 PM on Tuesday, November 29.
7. Review of Brigadoon Event
The Committee discussed the Brigadoon event, and agreed to discuss in its February 2006
meeting whether or not to do a similar event next summer. Bullis Charter School parents should be
informed of such an event to help increase attendance. Income from the event was $1,320 for 44 people
2
at $30 each, and expenses were approximately $1493.59 which included $880, tickets; $338.10, Panache
Catering; $200, bagpiper; approximately $70, other expenses incurred by Roger Burnell; $5.49, ice.
8. Holiday Events
Roy Woolsey reported that a caroling event is not planned for this year, so our Committee will
not need to provide refreshments. There will be a Westwind Barn Lighting event on Sunday, December
4, and the Committee has been asked to serve hot cider and cookies. Duffy Price, Linda Seidel, Barbara
Waldeck, and Barbara Mordo volunteered to help with these refreshments.
9. Recommendations for Town Charitable Donations
Ron Knapp led a discussion of his draft proposal regarding Town charitable donations. The
Committee agreed that in general the Town should not make charitable donations and that instead
residents should give to the charities of their choice. Town charitable donations might be considered for
charities that are based in Town or officially sponsored by the Town. Ron will update his proposal to
include the actual list of contributions made by the Town and to reflect the discussions in the Committee,
and the updated proposal will be considered at the next Committee meeting.
10. Discussion of Town Networking Meetings / Community Forums
This item was continued to the next Committee meeting.
11. Report on Westwind Barn and Other Town Owned Properties
Duffy Price summarized the recent situation regarding the leadership of Westwind Barn,
including non-residents on the governing board and the operation under a lease from the Town rather than
a management agreement, which would give the Town more control over the operation. The consensus of
the Committee was that only residents should be involved in the governance of a Town-owned asset such
as Westwind Barn. Duffy will host a further discussion of this topic at her home on November 30.
12. Los Altos Hills Town Newsletter
Duffy Price led a discussion of the December Town Newsletter. The Committee reviewed a PDF
of the Newsletter, made a few minor corrections, and felt Duffy’s 50th anniversary logo was excellent.
13. Additional Items or Contributions from Committee Members
The Committee discussed the recent appointment of a non-resident to the Pathways Committee.
The Committee agreed that this was in violation of the Resolution on Standing Committees, and that the
Committee should be involved in this matter given its duty to help recruit volunteers. Roy Woolsey was
directed to prepare a memo to Council on the matter.
Roy Woolsey distributed copies of the invitation to the Volunteer Awards Luncheon on Dec 2.
14. Date for Next Meeting and Adjournment
The next Committee meeting will be held at 7:30 PM on December 13, with a special meeting at
7 PM on November 29 at the Los Altos Country Club. The meeting was adjourned at 9:50 PM.
