HomeMy WebLinkAboutAugust 14Final Minutes Los Altos Hills Education Committee Meeting Regular Meeting August 14, 2013 1. Meeting was called to order at 7:07pm by the Chair, Ms. Rose. Present were committee members Jennifer Carlstrom, Duncan MacMillan, Karen Schuster and Heather Rose. Bart Carey was absent. John Hapootlian was present as the council liaison. Guest present: John Radford came to ask the committee to provide information to the town council. Committee chair Ms. Rose to provide input at the council meeting scheduled for August 15th. 2. Committee discussed new civic and or school site space in Los Altos Hills. Points of discussion below: • LASD Growth Enrollment Task Force presented to the Los Altos Hills Town Council by Jeff Baier. • Current civic space is difficult to reserve. i.e. Purissima Fields • Civic center can be already found near Town Hall. • Based on enrollment a new school in Los Altos Hills would be a commuter school. We believe there would be traffic implications. • Can we justify having another public school in Los Altos Hills? • 26800 Fremont Road, a 5-acre PAUSD school site leased to Pinewood School, could have been used as a prospective site if not for the renegotiated lease terms in 2011. BCS students having to cross Foothill Expressway. • BCS with a middle school program would require land-heavy items (more acreage). LASD would be an elementary school requiring less land-heavy items. • Site available in Mountain View/ Whisman District at San Antonio and Central Expressway (now owned by Google). • An LASD school in Los Altos Hills could work as a magnet program with no geographical preference a true choice school drawing from all LASD schools. 3. City Council Meeting 8/15 Heather Rose attended to update Council on BCS and LASD – will BCS have access to BCI to start school? 4. Future SB 639 Legislation: To provide 100% of property tax income due to the City of LAH. TEA Tax is 7% of the total property tax collected for LAH. Cities without other taxes receive these TEA payments. Law passed in 1989/90 limits the TEA payment for LAH to 65% (of the 7%) because SCC claimed it needed these funds (45% fo the 7%) to balance the State budget and it was already paying this money for services (Fire, Sherriff, etc.) in LAH. Today, LAH pays for its own services, so SCC’s reasons in 1989 no longer apply. LAH should receive 100% of their TEA payments. Bring this issue up to the council in public comment. 5. Crossing Guards: Heather Rose proposes the city provides two crossing guards for public schools located in Los Altos Hills. Duncan McMillan recommends a pilot program. Not to exceed 20, 000 for crossing guards. Motion was made to place this item on the agenda for the next public meeting. Motion carries unanimously. 6. Updates: PAUSD: Miranda entrance project is at a standstill delayed opening to June 2014. Terman has a new library. Heather Rose is signed up to attend Education Forum. LASD, MVLA Karen Schuster reported that Egan has a large number of enrollees, close to 560 students. The Thrive Program on the Egan campus offers children additional help both academically and socially. A new portable was added to the Egan campus for this program. 7. Review & Approve Minutes: Upon a motion by Jennifer, duly seconded, the minutes of the June 12, 2013 meeting were unanimously approved as written. 8. Karen Schuster: Karen will email parents about September meeting. Duncan MacMillan: The City of Palo Alto now recognizes the Miranda entrance issue. Heather Rose: The Los Altos Bicycle and Pedestrian Advisory Commission (BPAC) advises the City Council on bicycle and pedestrian issues. Ms. Rose will attend the BPAC meeting to bridge communication with Green Town and Los Altos for Safe Routes. There being no further business, the meeting was adjourned at 8:44pm.
