HomeMy WebLinkAboutAugust 13FINAL  MINUTES  –  approved  9/10/14   Los  Altos  Hills  Education  Committee  Meeting   Regular  Meeting   August  13,  2014     1.  Meeting  was  called  to  order  at  7:15pm  by  the  Chair,  Ms.  Rose.   Present  were  committee  members  Duncan  MacMillan,  Heather  Rose  and  Andrea   Angquist.    John  Harpootlian  was  present  as  the  council  liaison.     2.  Due  to  lack  of  a  quorum,  no  action  was  taken  by  the  committee.      With  secretary   absent,  Heather  volunteered  to  take  minutes.     3.    John  Harpootlian  said  that  the  LAH  City  Council  was  cutting  their  charitable   giving  funds  from  $60,000  to  $30,000  this  year.    The  potential  impact  to  CHAC  could   be  that  they  no  longer  receive  funds  from  LAH  for  their  services  to  local  schools.     CHAC  is  in  a  special  category  because  it  is  a  JPA,  co-­‐founded  by  the  City  of  Los  Altos   Hills.         4.    John  Harpootlian  made  some  points  of  procedure  for  distribution  of  information   clear  for  the  committee:   • Distribution  of  FINAL  minutes  needs  to  include  the  City  Clerk.    The  City  Clerk   is  tasked  with  official  storage  and  distribution  of  public  information  to   members  of  the  public  who  request  it.   • Committee  members  may  pass  public,  non-­‐opinion  related,  information  in   email  as  long  as  the  City  Clerk  is  included  on  the  Cc:  line.    This  public   information  will  also  be  stored  and  distributed  to  members  of  the  public  who   request  it.   • To  email  an  “opinion”  can  create  an  unofficial  meeting  –  if  emailed  from  one   person  to  a  quorum  or  more;  or,  an  unofficial  “serial  meeting”  -­‐  if  emailed   from  one  person  to  the  next  for  a  total  of  a  quorum  or  more.    Any  opinions   over  email  that  includes  a  quorum  or  more  (4  is  a  quorum  for  the  LAH  EC   now)  would  create  an  unofficial  meeting.     • Distribution  of  DRAFT  minutes  to  only  committee  members  is  OK.    This  is   considered  “work  product”  as  long  as  the  committee  does  not  start  an   “unofficial  meeting”  over  email.  (See  above  point  on  unofficial  meeting.)   • Exchange  of  opinions  over  email  among  sub-­‐committee  members  can  be   done  without  Cc:  of  the  City  Clerk.    Sub-­‐committees,  by  definition,  do  not   constitute  a  quorum.   • Heather  stores  Public  LAH  EC  documents,  publically,  here:   https://drive.google.com/folderview?id=0B222eQgpRJlQRnJrTTJyeFhGV28& usp=sharing       5.  Those  present  answered  questions  for  new  committee  member,  Andrea,  including   how  to  find  out  which  school  district  she  lives  in  by  looking  at  her  property  tax  bill.       There  being  no  further  business.    Meeting  Adjourned  8:37pm.
