Roll Call Attendees: Heather Rose, Andrea Angquist, Duncan MacMillan, Jennifer Carlstrom, Kristin Russel Council Liaison: John Radford 2. Minutes from prior meeting Minor correction to the minutes. Motion to accept minutes as corrected. Jennifer Carlstrom: Moves to accept minutes Andrea Angquist: second the motion Motion carries unanimously 3. Public Comments Residents in attendance addressing Committee: Roger Jarvis - Concerns over Higher Education in America, Common Core, advocates for a 3 year university degree program to reduce costs, concerns with government discretionary spending by the Department of Education. 4. Enrollment Data ● Requested data from BCS for enrollment data. J. Radford requested we hold on request ● BCS refuses to release enrollment data since 2011-12 school year. ● Why do we need the data: We use the data to manage our forecast and trending. ● BCS now provides enrollment data to LASD as a result of a court order. ● J Radford provides guidance that the likelihood of the school providing the information is low. ● Committee considers a formal motion that requests the enrollment data by May 2015 that outlines the three reasons why the data is required. ○ consider denial of placement of signs in town, removal of signs, removal of publication in local materials, removal from the report. ○ option to put this on the agenda as either a new business item or as a request initiated by the council. 5. Routes to School ● Safe route improvements to Gardner Bullis are coming. Flashing warning lights within the next 30-60 days at the school crossing at bike cage. ● Council approved funds for the Miranda end-to-end path proposed by neighbors on Miranda Road and supported by Education & Pathways Committees. ● Motion to support joint memorandum on pedestrian and bike safety resolution from Egan/BCS parent leadership groups Kristin Russel moves to present motion to council Jen Carlstrom moves to second Final – approved 4/23/15 Motion carries unanimously Gardner Bullis Traffic ● Action: Heather Rose to take issue to traffic and safety committee to consider options ○ Request Traffic & Safety Committee to task sheriffs department to focus on traffic enforcement and speed management of traffic in front of school in the afternoon. ○ Request to sheriffs office around road safety and not parking enforcement. ○ Request Traffic & Safety Committee to consider additional options to manage the traffic 6. Communications ● Action: Heather will be adding an article on “when to avoid heavy school time traffic” and a route on how/where to go to avoid traffic. Plan to release in Fall 2015. ● Annual leadership conference looking for speakers. Kids grade 6-12 from all over town. 7. District Updates BCS Update - H Rose • School continues to grow. Configured as K-5 at Egan and 6-8 at Blach. Both sites have principals on site with the K-5 principal being new this year. • Facility changes: Both sites opened a library this year. The K-5 site has a new “Maker Space” and the 6-8 site continues to have the “Fab Lab”. The K-5 site added a new Art Room for the on site art teacher. MVLA Update - K Russel ● Superintendent Search - Notice to the Public | MVLA board approves ninth-grade student-athlete PE exemption LASD Update - J Carlstrom ● Facilities master plan committee | Bond Advisory Committee | Site Selection Committee | ○ Final decision on facilities to the board of trustees ○ March 9 is the next LASD meeting reguarding school site selection PAUSD Update - D MacMillan ● Current parcel tax is ~$600 - ask for vote with an increase to ~$758. Special election will be a mail in ballot only due May 5 with 66% majority to pass. ● Bus cost is $960/year for the first child & $580/year for each additional child. The PAUSD bus program for LAH is supported by parent funds. 8. Council Yearly Presentation ● Ed Committee will have an update in June ● Council working to adhere to schedule Final – approved 4/23/15 9. New Business Town Hall Meeting on LASD Land Use and Where to Place BCS ● John Swan - seeking a “Town Hall Meeting” with a brainstorming session on where the BCS site could be housed. Seeking a broad base of constituents that would represent the general tax payer. ● Considerations; How to ensure an educated group that is aware of the existing options the next council meeting. ● Motion to publicly support the Town Hall Meeting Moved by D. MacMillan Second by K. Russel/J. Carlstrom Motion carries unanimously Discussion on Brown Act training Action: Andrea Andquist to take Brown Act Training Discussion on past purchase of land from PAUSD. Details provided by City Manager and shared by H. Rose. In the 1970’s, Town of LAH bought former school land from PAUSD then sold that land to private citizens. The location was near Palo Alto Hills Golf and Country Club. Agreement struck that PAUSD did not have to provide a school within the city limits of LAH as a result of this land deal. 10.
