April

to

reporting
of
the
BCS
enrollment
count
from
the
town’s
Enrollment
Report.
The
data
page
provided
to
Council
by
BCS
is
marked,
“"CONFIDENTIAL
-‐
Please
Do
Not
Distribute
Outside
of
Los
Altos
Hills
City
Council".
Since
the
Enrollment
Report
is
a
public
document,
John
Radford
advised
that
the
Town
may
not
include
this
BCS
data
in
a
public
document.
For
the
Enrollment
Report
for
2014-‐15,
BCS
will
be
reported
as
DNR
(Did
Not
Respond).

made
to
approve
minutes
from
April
as
amended.
Kristin
Russel
moved
to
approve
the
minutes.
Duly
seconded.
Motion
Carries
unanimously.
3.
Enrollment
Reporting
of
BCS:
The
EC
will
no
longer
make
estimates
for
BCS
in
the
Enrollment
Report.
If
BCS
fails
to
provide
data
for
future
enrollment
reports,
it
will
be
reported
as
DNR
(Did
Not
Respond).
John
Radford
commented
that
the
LAH
enrollment
count
reported
to
Council
by
BCS
was
less
than
20%
of
the
total
number
of
students
enrolled
in
the
school.
Heather
Rose
said
that
Randy
Kenyon,
LASD
Assistant
Superintendent,
reports
the
total
number
of
BCS
students
enrolled
for
2014-‐15
at
708.
4.
Format
of
Enrollment
Report:
It
is
a
dense
report
nicknamed,
“the
eye
chart”.
A
sub-‐committee
was
formed
consisting
of
Steve
Hubbell
and
Kristin
Russel
to
review
the
data
so
it
is
better
understood.
There
are
three
main
categories
of
information
to
communicate:
• Concentration
of
students
by
TRA
which
can
be
used
for
routes
to
school
planning.
• Enrollments
by
school
to
track
usage
of
public
schools
by
residents.
• Tax
data
to
track
contributions
by
residents
into
public
school
districts.

5.
Routes
to
School
In
the
Committee’s
Annual
Report
to
Council
it
was
the
consensus
that
the
EC
should
suggest
a
survey
of
residents
on
their
biking
and
pedestrian
needs
as
well
as
transportation
needs
as
related
to
routes
to
school.
Council
is
considering
a
survey
in
2015-‐16
as
initially
requested
by
Parks
&
Recs.
6.
Changes
to
Committee
Charter
Council
has
directed
all
committees
not
to
negotiate
with
outside
agencies
on
behalf
of
the
Town.
The
EC
charter
states,
“To
support
the
Parks
and
Recreation
Committee
(as
needed)
in
working
with
school
officials
to
promote
using
school
facilities
for
recreational/community
activities
for
our
residents;”
This
charter
statement
is
in
direct
conflict
with
Council’s
direction.
John
Radford
suggests
simplifying
the
charter
to
1.
Bring
issues
to
the
council
2.
Present
the
enrollment
report.
3.
Make
recommendations
on
policy
and
other
issues
such
as
routes
to
school.
7.
Student
Suicides
in
PAUSD
The
question
was
discussed
how
do/should
we
support
PAUSD
regarding
the
recent
suicides?
PAUSD
voters
approved
a
parcel
tax
in
May
that
calls
out
additional
funding
for
student
wellness
support
at
all
PAUSD
schools.
Together
with
local
school
districts
and
neighboring
cities,
LAH
Town
Council
supports
a
JPA,
Community
Health
Awareness
Council
(CHAC)
www.chacmv.org,
via
yearly
contributions.
CHAC
recently
held
a
round
table
discussion
at
Foothill
Community
College
that
was
reported
in
the
LATC.
Feedback
was
that
it
was
very
helpful.
A
LAH
resident
has
donated
$1
million
in
matching
funds
money
to
El
Camino
Hospital,
our
local
public
hospital
district,
to
encourage
private
donations
to
the
Aspire
program.
This
too
was
reported
in
the
LATC.
Heather
Rose
will
be
attending
the
Project
Safety
Net
meetings
starting
on
May
28.
Project
Safety
Net
is
a
community
group
working
directly
with
PAUSD.
8.
Our
Town
A
representative
of
El
Camino
Hospital
will
be
supplying
an
article
on
student
wellness
for
the
September
issue.
Heather
Rose
will
report
on
the
Common
Core.
• Drafts
are
due
June
15
for
the
September
issue.
9.
Local
Funding
for
Public
Schools
The
State
is
making
many
changes
to
public
school
finance
and
has
increased
required
contributions
for
2015-‐16
to
State
pension
funds
by
local
districts.
All
three
school
districts
plus
the
CACF
have
raised
pension
obligations
as
an
issue
for
the
next
fiscal
year.
LASD
and
perhaps
others
will
likely
consider
parcel
tax
measures
for
the
2016
elections.
We
also
need
to
understand
the
implications
to
local
reserves
of
Prop
2.
• The
EC
intends
to
host
a
school
finance
study
session
in
the
coming
year.

District
Updates:
• BCS:
For
school
year
2015-‐16,
BCS
will
configure
as
a
K-‐4
at
BCI
(Blach)
and
a
K-‐8
at
BCS
(Egan).
LASD
&
BCS
have
approved
this
plan
with
the
last
of
the
facility
changes
at
BCS
(Egan)
to
occur
during
summer
2015.
Additional
changes
in
facilities
at
BCI
(Blach)
will
be
made
in
following
years
to
accommodate
future
school
growth.
11.
Annual
Presentation
to
Council
The
Committee
discussed
the
outline
of
the
annual
presentation
to
Council.

for
June
18th.
