MINUTES
TOWN OF LOS ALTOS HILLS
EMERGENCY COMMUNICATIONS COMMITTEE
Tuesday, Oct. 5, 2004 @ 7:30 PM

2. Approval of minutes from the September meeting. Motion to approve moved by Sam Wood:
seconded by Robert Anderson.
3. Report from Chairman Jim Abraham:
a. Jim covered security issues at EOC: alarm and other matters still needs to be completed.
b. Generator security has been resolved. Now have key for the padlock and the generator.
c. Jim covered antenna issues.
d. He deferred recruitment report until more members of the sub-committee are present. Jim
is working on developing a new list of hams in town for potential recruitment.
e. The group discussed the potentials of FSR (Family Service Radio) and GMRS (General
Mobile Radio System) type of radios, which do not require ham licenses, but can be used
as an alternative for non licensed emergency responders.
f. Dru moved to start a subcommittee to explore emergency communication alternatives
such as FSR, GMRS, and CB. David Gilmour will write investigation paper. He will do a
radio service spectrum survey by the November meeting.
4. Report from Secretary Dru Anderson.
a. FEMA report. Dru reported on her and other response across the nation to the September
call for help in the Southeast when a series of 4 hurricanes in one season devastated
areas of several states. The team she was part of focused on Community Information
work that went to areas that had been hit and dispersed information to impacted residents
regarding Federal disaster relief.
5. Report from Bob Fenwick, town council liaison. Deferred due to absence.
6. Report from Steve Garcia, town public safety officer, report:
a. Steve covered the latest information from the Emergency Preparedness Committee and
noted that the ECC membership on the committee now includes, in addition to Bob
Anderson as ECC liaison, Scott Overstreet, Maynard Stevenson, Dru Anderson, and Jim
Abraham.

b. He reported on the planned Oct 14 emergency drill exercise. The County-wide effort is
being organized by the County EOC and Marcia Hovey of the city of Cupertino. There is
an effort to get every agency involved and to attract media attention to build awareness.
i. The idea is to make the population more aware of being prepared for being
without services for 3 days. EMA is working to provide services with communities.
ii. Main theme is to get mutual aid tested as well as how we communicate and ask
for resources from mutual aid.
iii. Larry Carr and the ECs will be responsible as to how drill volunteers are to be
involved. Jim will send a memo to Larry. Potential volunteers are Ed Jones,
Maynard Stevenson, and Bob Hall.
iv. Steve reviewed the newly completed emergency operations guide from Town of
LAH, and highlighted the key points of the manual and resources available. He
discussed the guidelines for handling spontaneous volunteers. Procedures are in
place with Volunteer Center of Silicon Valley.
v. He noted that there will be 2 copies of the guide in the Heritage House and it is
designed in a way to make it easily updatable.
vi. Sam Wood suggested to Steve that there be developed an emergency key
collection for the town staff.
7. Report from Rick Ellinger, EC: deferred.
8. New Business:
a. New volunteers were established for the Emergency Preparedness Committee (see notes
under Report from Steve Garcia.)
9. Presentations from the floor: None.
10. The meeting was adjourned at 8:54 p.m. Motion by Bob Anderson; second by Bob Hall.
a. Next meeting is Tuesday, November 7, 2004 @ 7:30 p.m. at the Heritage House EOC.
