Ed Radlo AJ6V na. 2. Review of December minutes: Reviewed later in the meeting. Jim noted a minor edit. The minutes were moved for approval, with the revision, and submittal to the Town Clerk for posting. 3. Report from Chairman Dru Anderson: a. Chairman’s discussion – Dru: Had a discussion of whether to continue to provide radios if someone, as a member or an associate doesn’t check in (meaning attend a meeting or participate in on-the-air SPECS drills.) b. Everyone participated in the discussion and the conclusion was: “Continuing to hold a town radio requires at least once per month participation. This may be flexible out to three months, subject to available radios. Regular meeting rules require no more than 3 unexcused absences or they will be dropped from the committee.” c. When radios were issued, there was a request that the box be maintained so it could be returned. d. Moved, seconded, unanimous approval. LAHECCMinutesJAN_05_FINAL Page 2 2/28/2020 e. A plaque was presented to Jim Abraham recognizing his chairmanship for the past 18 months. A plaque thanking Bob Fenwick for his work as Council liaison was also prepared and will be presented at a future meeting. f. Dru presented the list of officers and assignments: i. Bob Anderson, vice chairman, will continue as the committee liaison to the city Emergency Preparedness Council and has the lead for set up and provision for mobile and remote operations. ii. Rick Ellinger, secretary, continues responsibility as the LAH ARES EC, which includes drill preparation and execution and liaison with the County EC. iii. Ed Jones, assistant secretary, is the lead for net control operation and training at EOC. iv. Ray Egan is the lead for the EOC antenna capabilities and planning. v. Sam Wood is the lead for packet technology and operations. vi. Jim Abraham will focus on the repeater. vii. Scott Overstreet is the coordinator to the SPECS repeater technology planning and operations. 4. Reports from Officers and Subcommittee leads: a. Deferred to allow planning to be done by each Officer/Lead for the February meeting discussion. 5. Report from Dean Warshawsky, town council liaison. a. Dean joined the meeting and was introduced as the Town Council’s new liaison to the committee. Dean expressed interest and appreciation of the committee’s work and commitment to the emergency communications preparation. b. Committee members introduced themselves, as well as gave brief summaries of their backgrounds. 6. Report from Rick Ellinger, EC a. Layout of EOC remains as it was put in place at the December work station and prior drill. Radios are in their designated places now, with power supplies, but need to be bolted down. The biggest preparedness issue for the EOC is to get the antennas in place. b. Continuation of the work effort was agreed to and designated as immediately prior to the County Drill on Jan. 22. All members were asked to participate in the local drill from 1200-1400, followed by the County Drill from 1400-1600. c. The Scenario for the Jan. 22 County Drill, which will focus on packet preparation, is described below. d. There was general agreement to use the local work effort on Jan. 22 to identify technical needs, identify the radio hookups, and determine specific antenna needs. Dru said she will gather observations and prepare a summary of equipment and other technical issues and proposed solutions. 7. New Business: a. Dru requested a quick “surprise” test of the repeater with Bob Anderson and Rick on the radios. She checked on the status of grab-n-go kits. Dru asked Rick to re- publish the grab-n-go kit list. b. Dru further requested that all members bring their grab-n-go kits to the next meeting. c. Scott Overstreet discussed a need for more training. He made a motion to: Provide an additional training and familiarization session beginning at 12 noon on the 22nd, LAHECCMinutesJAN_05_FINAL Page 3 2/28/2020 ahead of the County drill. We need to have signage provided by then. Ham operators should bring their headsets for radio operation. d. Packet operations are encouraged for Jan. 22 drill, but will be decided at that time by the EC, depending on available talent, since packet cannot operate from the Town EOC. The motion for the additional work was seconded and unanimously passed. e. Scott brought up an idea of a clerical task function in the manner of a message transcribing computer for assisting the chief radio operator. 8. The intent is as part of the Jan. 22 “training” portion to identify ways to accomplish smoother message capture and transcription. 9. Presentations from the floor: No further presentations were made. 10. Adjournment. It was moved and second and agreed to adjourn at 9:22PM. Respectfully submitted, Rick Ellinger LAHECC Secretary Emergency Coordinator, Los Altos Hills County-Wide ARES/RACES Exercise: January 22, 2005, 1400-1600 Local Scenario: A severe wind and rain storm has swept across Santa Clara County. High winds have toppled many power and telephone poles. Many areas are without power and/or telephone service. Water is rising in most streams and rivers that drain the county watershed. Already-full reservoirs are likely to spill. Persons are being evacuated from low-lying areas where streams are already over their banks. Red Cross is opening shelters. Communities are in need of better information about where localized flooding is occurring. Sandbag dumps are being opened and staffed with volunteers. Intergovernmental Communications: The OpArea is in need of information about areas affected and needs for assistance. Initial communications and message passing will be via voice radio using amateur radio operators. More complete information and written confirmation will be via PacRIMS. Local Communications: Individual city EOCs need information from the field about stream conditions and areas affected; Red Cross needs to communicate with shelters; Public Works Departments need to communicate with sandbag dumps; city officials will want to go to problem areas.
