Review of February minutes: Approved 3. Report from Chairman Dru Anderson: a. Discussions are underway with Larry Carr, DEC, to consider moving the OQS operations in drills and emergencies to the DX Club repeater (W6TI). b. Dru presented the findings concerning the need for a communication tower at the new town hall. The existing tower must be relocated because of the construction in the area of a solar garden. Shadowing from the existing tower would interfere with the solar cells. i. The LAHECC committee discussed the height, location, and reasons for stacked antennas. The software program predicts that a tower nearly 200 meters high would be required to reach OQS, the present county tactical repeater. ii. Analysis of 60’ tower, the minimum to support the antennas and support their separation while maintaining simultaneous operation, is the result of the technical review. These include communications to the county, neighboring communities, and within the town of Los Altos Hills to all the neighborhoods. iii. The antenna tower must be in place as pre-provisioned, in-place equipment for immediate operation in emergencies. Usage is frequent for drills, training and area emergency communications. The objective is no moving parts that would be subject to breakage during earthquake or handling. LAHECCMinutesmarch2005_FINAL_R Page 2 2/28/2020 4. Reports from Officers and Subcommittee leads: a. Jim reported on the La Cresta tank. The pad for the tower, defined by the lease, is 100 sq feet. The repeater antenna needs to be moved from the water tank to its own location. Jim recommended a 40-foot tower, potentially expandable. The 8’x12’ pad will be located just outside the fenced and secured area of the water tank site and will be secured separately from the water district facilities. The plan is to build a 40’ lattice tower, triangular cross section, to which, if possible, additional sections can be added. 5. Report from Dean Warshawsky, town council liaison. a. Complete the study and get the proposed La Cresta installation on the Planning Committee calendar. b. The planning for the tower at town hall proposal should proceed with neighbors and then to PC. Findings should come from the neighborhood meeting to PC, then to council. Include the proposed location, size, and neighborhood feedback. The tower must accommodate 4 antennas and be spaced vertically apart to avoid interference. 6. Report from Rick Ellinger, EC a. Rick distributed maps that were requested at the Feb meeting. These depict all the town roads and addresses. This is the base map from the town’s GIS computer. The maps are for emergency responder use, to be retained with grab-‘n-go kits. b. We can provide the radio training manual to the council. Dean suggested a note to him to put this on the council agenda. 7. New Business: moved, seconded, passed to document the results of the propagation simulation of LAH to OQS and add to this the propagation with the DX Club repeater. 8. Presentations from the floor: a. Sam demonstrated that the software for packet is loaded. We need a permanent cable, 9 pin to 25 pin. Rick will provide this. b. CERT training has been completed by several on the LAH ECC. The most recent graduate is Ed Jones. Also trained are Dru and Bob Anderson, Jim Abraham and at least five others in the town. The CERT training is conducted about once per quarter by John Korgis of the Los Altos police department. 9. Adjournment. It was moved and seconded to adjourn at 9:45PM.
