Chairman Ray Egan called the meeting to order at 7:01 pm.
Dru Anderson and Chair Ray Egan gave a presentation on the ARK trailer at the
Foothill Fire Station. CERT supervisors know how to unlock the ARK.
Inside there is a checklist of what to do when beginning ARK operations.
There is also a case which contains more detailed instructions on specific
ARK procedures. Egan explained voice and packet radio operation inside
the ARK.
Bob Anderson moved to approve the draft March 2011 ECC minutes. The motion
passed unanimously.
EC Edwin Jones reported that DEC Larry Carr is circulating a petition to protect
County simplex amateur radio frequencies. Jim Abraham informed the
ECC that The Northern Amateur Relay Council of California (NARCC) has
reassigned frequencies previously designated for simplex radio operation
to coordinated digital (“D-STAR”) repeaters. The next meeting of NARCC
will take place on May 7 in Concord, California. More information is
available at NARCC.org.
Ray Egan distributed an ECC roster and member skill list to be updated by
committee members.
Ray Egan solicited volunteers for Town net control duty.
Sam Wood said he has a list of amateur radio frequencies important to the ECC
from 2003 as well as the program used to program Town-issue W32A
radios. He suggest that FRS frequencies be added to the list. He will bring
equipment for radio programming to the next ECC meeting.
Secretary Miles Seiver reported that he will be absent for the June, July, and
August ECC meetings.
Ray Egan proposed that formal criteria for associate membership to the ECC be
created at the next ECC meeting. He tentatively suggested the following
participation requirements: at least one net a quarter, at least one meeting
a year, and at least drill a year.
Ray Egan informed the Committee regarding an upcoming General-level
amateur radio license class. He also informed the committee of a disaster
drill scheduled for April 26, 2011 from 5-8pm by Mike Sanders and Steve
Garcia.
Ray Egan reported that the padlock at Westwind Barn protecting ECC radio
assets has rusted. He was unable to open it during a recent attempt.
Andrew Kirk said that the FCC is proposing a reassignment of the 420-440 MHz
band to homeland security uses. Scott Overstreet offered some further
background on the plan.
Ray Egan says he has an HF radio antenna he is looking to give away. Scott
Overstreet expressed interest in it.
Dru Anderson encouraged ECC members to begin thinking about the group’s
presence at the upcoming annual Town picnic.
Ray Egan said he hopes for higher turnout on the LAH Monday night net. Scott
Overstreet encouraged ECC members to volunteer for net control. He also
suggested that anyone listening to the net write down what they hear as
practice. Dru Anderson said it would be good to run the net from the EOC
occasionally.
At 8:25 pm Bob Anderson moved to adjourn the meeting. Jim Abraham
seconded and the motion passed.
