Scott Overstreet gave an overview on HT radios with an emphasis on the ICOM W32. He emphasized the tradeoff between range and convenience. Maynard Stevenson distributed a document he created which contains information on the use and care of HT radios. Ray Egan shared a Chinese radio he had recently won. Bob Anderson moved to approve the draft April 2011 ECC minutes. The motion passed unanimously. Jim Abraham reported that some simplex frequencies were “de-allocated” from DSTAR use at the last NARCC meeting. Councilmember Gary Waldeck was elected to the NARCC board. EC Edwin Jones reported that a county drill is scheduled for May 22nd, 2011 from 1 to 3pm. It will have an emphasis on packet radio operation. Sam Wood said he is in the process of finalizing a standard list of frequencies for the LAH ECC which will be used to program Town-issue HTs. He asked for input regarding the content and ordering of the list. Chair Ray Egan solicited net control volunteers. Councilmember Gary Waldeck suggested that net control duty be assigned on a rotating basis. Ray Egan asked the ECC for feedback on proposed requirements for ECC associate membership. Bob Anderson moved to accept the proposed requirements with the amended requirements for associate members (1 Monday-night net/quarter, 1 ECC meeting/year, and 1 drill/year), with the amended requirement that drill participation include a city-sponsored event (e.g. Light Parade, Fun Run, etc.). Edwin Jones seconded and the motion passed unanimously. Duncan MacMillan wondered whether a minimum level of participation can be set for standard committee members as well. Ray Egan reported the findings of a committee consisting of amateur radio operators and CERT members led by Dru Anderson. The group created a plan for radio communications in LAH.
