1. The meeting was called to order at 7:00 p.m. by Vice Chair Duncan MacMillan KI6VMY. Roll call and minutes
were taken by Secretary Miles Seiver KI6LDU.
2. Tech Talk: Antennas and 2-meter propagation – Scott Overstreet N6NXI
a. Overstreet gave a presentation on antenna propagation. He discussed how a signal gets from transmitter
to receiver.
b. He noted that signals may not take a direct path from transmitter to receiver due to attenuating objects in
the way. A single signal may take many paths; this phenomenon is called multi path.
c. He also talked about the elements of an antenna and shared some example antennas.
3. Review and approve minutes of past meeting of 9/20/2011
a. Minutes of the 9/20/2011 meeting were approved unanimously.
4. Public comments from the floor:
a. Dru Anderson informed the ECC of the upcoming SVECS quarterly breakfast on 10/29/2011. More
information available at www.svecs.net
b. It was reported that the Emergency Planning Committee would be meeting on 10/21/2011. Four ECC
members were planning to attend the meeting.
c. Andy Fawcett asked how the ECC Christmas party will be payed for. Councilmember Gary Waldeck
responded that there are some discretionary funds accessible to the ECC chair. Andy Fawcett asked for
volunteers to help prepare for the party.
5. Update on the County and State – EC Edwin Jones W7WPO
a. Jones reported there was a large County drill on September 24, 2011. Over 100 people attended, including
two ARRL officials.
b. He also announced that there would be a drill on 10/22/2011 at 2pm. LAH will send a report of the CERT
drill taking place that morning to the County by packet radio.
6. Comments by Council Liaison - Councilmember Gary Waldeck K6AIR
a. No comments.
7. Old business
a. Quick Reference Guide (Dru Anderson KG6LAD): Anderson announced that the guide was in final review.
Andy Fawcett said he had updated the Quick Reference Guide with a frequency list compiled by Bill
Gibbons and Gary Waldeck. Permission from the Town staff had been granted to print the guide a local
print shop. It was produced in a modular fashion to make the updating easier.
i. Dru Anderson said that Mike Sanders would become licensed to operate GPRS radios.
8. New business
a. Staffing for 10/22/11 County drill: Andrew Kirk would be at the County EOC for the drill. Edwin Jones and
Jim Heinzelman would be at the LAH EOC for the drill. Andrew Kirk and Bob Rowe would assist in CERT
interface the morning of the drill. Andy Fawcett may attend the drill.
b. LAH emergency communications via KFJC: It was reported that LAH is in very early talks with the Foothill
College radio station to see if some Memorandum of Understanding could be produced for emergency
communications.
c. Monday night SPECSnet assignments: Duncan MacMillan distributed a list of assignments for net control
of the local Monday night LAH net.
9. Adjournment: At 8:20pm it was moved by Bob Anderson, seconded by Edwin Jones, and unanimously
approved to adjourn.
