1. The meeting was called to order at 7:00 p.m. by chair Duncan MacMillan KI6VMY, who took roll
call (see attached ICS 211A Check-in List).
3. Review and approve past meeting minutes – Duncan led review of the minutes of the 3/05/2013
ECC meeting. The minutes were unanimously approved, upon a motion by Jim Abraham W6EB.
4. Public comments from the floor – Mike Sanders of LAHCFD described an upcoming showcase of
an emergency communications service offered by Sprint on Monday, April 15 at the San Mateo
Executive Briefing Center, 10am+. He also presented a draft version of a vehicle placard that will
be distributed to LAH emergency response volunteers. It was suggested that the vinyl sign for
ECC members be amended to include “emergency communications.” On the evening of May
15th, there is the potential of a CERT class visit to an ECC demo. Andy Fawcett volunteered to
be present for this event to demo the ECC packet radio set -up.
4. Update on the County and State – EC Ed Jones not present.
5. Comments by Council Liaison – Council Liaison Gary Waldeck not present.

6. Old business –
a. Associate status & monitoring participation – Ray Egan W6FQY presented a list of ECC
associate members who had not met ECC participation requirements for the first quarter
of 2013. Jim moved that the individuals be removed from associate membership. The
motion was approved unanimously. Ray and Duncan will craft a notice to associate
members who are being removed, attempting to maintain a relationship/reinstatement
option. Dru Anderson KG6LAD suggested that contact information for the individuals be
kept in the event additional amateur radio operators are needed. Jim advised Mike
Sanders update the CERT email list to reflect current ECC membership.
Duncan reported that he had located the misplaced records of equipment issued to ECC
members. Duncan has used the records to determine which former associate members
are in possession of ECC equipment. The topic of a missing ICOM IC-7000 radio was
brought up. Dru suggested Steve Garcia’s records might be useful for locating it. Jim will
send the purchase order for the radio to Marsha Hovey KG6CYV and Duncan if he finds
it in his records.
b. CERT - EOC communications & MV packet upgrade – Andy Fawcett KI6MAF has
updated the packet radio set-up in the ECC to use the latest packet report form, including
the Mountain View upgrades for reporting peg counts as well as some fine-tuning for our
uses.
c. Interim EOC (preliminary equipment list) – Nothing significant to report; work on the list is
in progress and Jim Abraham hopes to report further at next meeting , once input is
received from Richard Chiu, City engineer.
d. 3.5 GHz radio application 5/25/13 clock - Sam Wood K6MSR is working to organize a
meeting between the ECC parties interested and the radio donor to review operation of
the radios. Duncan noted that the application on the table is for a terminal-terminal data
communication application to replace packet. If a reasonable application that answers
equipment documentation, parts/repair, and other support questions is forthcoming; the
5/25 clock may be rewound.
e. Update of ECC pages on LAH website - Ray queried the group for desired changes to
the ECC website. Duncan suggested that basic information for local hams who want to
help in an emergency be added. Jim Heintzleman KD6Y thought that contact information
for unassociated local hams who want to join the ECC should be included. Marsha
suggested the details on the local LAH weekly net be inserted; she added that a page
with information important in an emergency for all Town citizens will be added to the main
LAH website. Scott Overstreet N6NXI wanted to confirm that the ECC charter is on the
website (it appears to be but will be checked).
f. Our Town newsletter article (now June) - The article will come out in June. Photos for the
article will be taken in the EOC after the ECC meeting. Anyone having photos to offer
were encouraged to get them to Duncan ASAP, Dru indicating that she might have some
fairly recent vintage photos from drills.
7. New business –
a. Recruiting for “Ham Cram” training – The SPECS organization is sponsoring an
upcoming “Ham Cram” training. Dru asked that handouts be passed out at the event for
new hams who are interested in getting involved in emergency communications.
b. Recruiting for LAH Pathways Run – Jim Heintzlemen, Andy Fawcett, and Andy Kirk
volunteered to work at the run.
3
c. Recruiting for Fundamentals of Emergency Communication class – Duncan reported that
this event is coming up in May.
d. Bob Rowe AF6LD asked about the status of vests for members who had not received
them upon joining the committee. Marsha said that funds are available for additional ECC
vests to be purchased. Ray has information on where to purchase new vests. Members
were asked to annotate the attendance list if they needed a helmet or vest (indicating
size).
