The meeting was called to order at 7:00 p.m. by chair Duncan MacMillan KI6VMY, who took roll call via attached ICS 211A Check-in List. 2. The attached revised agenda was followed with the exception of October minute review which was delayed due to no copies having been provided and the Internet being down. 3. Public comments from the floor – Ray Egan W6FQY noted that Rick Ellinger KJ6NU is looking for contributions of FRS/GMRS and ham HTs for Colorado flood victim use. Contact Rick if you have anything to contribute. Dru Anderson KG6LAD noted that individuals in Los Altos are trying to organize a CERT organization and the Marsha Hovey was to make some presentations to them. The consensus is that we would be happy to help and will keep ears open in that regard. Scott Overstreet N6NXI noted that Maynard Stevenson W7MVT had a successful knee replacement and is now at Sunnyvale rehab for a couple weeks (Sunnyvale 1-408-245-8070). Dru will get a card for Duncan to sign on behalf of the ECC. 4. Update on the County and State – Ed Jones W7WPO noted the Los Altos Festival of Lights is still available for volunteers, see Item 8 upcoming events and URL to sign-up. Duncan 2 noted that there were 5 check-point slots still open. Maps and procedures are available via the URL. 5. Comments by Council Liaison – Duncan noted that there was nothing to report since Gary Waldeck K6AIR was attending the special CC meeting on Westwind Barn. 6. Old business a. ECC activity summary – Ray noted that he is looking for attendance listing for a few drills and was asked to forward a copy of his spreadsheet to all hands before the December meeting. b. LAH website – Ray noted that Marsha has added references to the Town website main page under the Be Prepared button at the bottom right Emergency Services page (http://www.losaltoshills.ca.gov/emergency- preparednesshttp://www.losaltoshills.ca.gov/city-government/emergency). We are planning on an update to our page (http://www.losaltoshills.ca.gov/city- government/standing-committees/emergency-communications), linking a one-pager of what a Town ham should know in responding to an emergency. The one under review is too long. c. Back-up EOC – In Jim Abraham's absence attending the Westwind Barn meeting, Duncan noted that we are awaiting the Verizon vendor to respond on the Town rejecting their initial submittal for changes to the antenna tree by the Heritage House. It is possible that heliax routing and remote locating of radios will be re-visited. d. Vests & helmet updates – Duncan asked for a volunteer to pursue the CERT vest vendor since he has been unsuccessful in making contact. Dru volunteered. 7. New business a. CERT/EOC communications (pipe) meeting recap, 10/27/13 – Duncan noted that CERT printers and PCs will be networked to ECC equipment in the ARK. CERTs will take advantage of WiFi on their System 7 PCs. We will attempt to use the existing XP laptop and laser printer to accomplish this. It is hoped that this topology will support automating the conversion of CERT incident reports to Packet-compatible ICS-213 messages and summary reports (Mountain View extensions to ICS-213). Ham/CERT/Town (process) meeting recap, 11/05/13 – Duncan noted that this meeting resulting in agreement that not all CERT incident reports (IRs) will be sent to the EOC. A list is being reviewed by the Town of message types where it wants to see incident reports in real-time. It is hoped that most IRs will surface as input to summary reports and will not be reviewed specifically, if at all, until post-mortem exercises. Efforts will be made to filter and automate at the ARK level. Hams attending included Dru, Ray, Duncan, and Dave Stewart. c. PC upgrade at ARK & EOC – Duncan noted that this would await the outcome of the effort to create a functional pipe between CERT and ham operations at the ARK, see 6.a above. 8. Review and approve past meeting minutes – Duncan led review of the minutes of the 10/01/2013 ECC meeting. Upon a motion by Bob Anderson KC6ZWG, duly seconded, the minutes were unanimously approved, as corrected. 10. Adjournment – There being no further business, it was moved and duly seconded to adjourn at 7:40 p.m., which was unanimously approved.
