Attendance (10): 5 members, 1 liaison, 3 associates, 1 public. 2.Minutes: In the absence of a quorum, approval of the minutes of the September 06, 2016 meeting was deferred to the November meeting. 3.Public comments from the floor: Nothing heard 4.Reports a.SCC EC: Ed Jones W7WPO being absent due to illness, there was no report and the October NCO drill was postponed to a later date, TBD. b.LAH City Council Report: Gary Waldeck K6AIR indicated that there was nothing affecting the ECC to report. c.Roster Report: Scott acknowledged Bert Raphael's decision to concentrate on CERT activities, resigning as an associate member, and Scott offered thanks for his past participation on the ECC. ¨ Neil Katin K2LL will update the roster accordingly. LAH ECC Minutes October 04, 2016 2 d.Member/Associate report: Deferred to the November meeting. e.LAH Disaster Services Committee report: Deferred to the November meeting. 5.Old Business: a.HF radio antenna testing: Greg Olsen K6XM said that he was not yet able to retest with a true antenna (he used a section of wire in the first, quick test to see if there is any low noise bandwidth available) but indicated he would make a concerted effort to do so. ¨ Greg will perform the retest and report status at the November meeting, including Westwind Barn and the La Cresta water tank. b.ECC QRG (Quick Reference Guide): Neil Katin referred members to the printed version of the draft but indicated that it would probably be best to check the Google docs version, which indicates where and by whom changes have been suggested. Further comments can be appended directly to the Google document. ¨ Neil will provide Duncan with the URL to the Google doc for distribution to all hands. ¨ All hands will review and provide comments to the Google doc by Tuesday, October 25 so Neil has time to incorporate any change requests by the November meeting. ¨ Neil will provide a detailed review of the QRG at the November meeting. c.Foothill EOC radio test: Duncan described the successful test of the FH EOC radio kit conducted on Friday, September 09 at 0900 hours (see attached test report). He thanked the other volunteers for their participation using LAH EOC, ARK and the FH EOC radios: Ed, Andy Fawcett KI6MAF, and Ben Hu KK6HH. The group was not able to use the K6AIR repeater due to its capture by casual users and asked if Gary, as owner/trustee of the repeater, could provide a document stating his priorities of use so we could break-in next time with some authority. ¨ Gary will provide a priority list for acceptable use of the K6AIR repeater. At the next high radio traffic CERT drill we will need to test if using voice on 440 Simplex at high power from the ARK will interfere with CERT operations. Neil indicated that the October 08 drill will not be a good venue for such a test due to only marginal amounts of radio traffic expected and that the next high-traffic opportunity would not occur until the next calendar year. Duncan also reported that he has made additional attempts to contact members of the FHPD responsible for their participation in the "Great Shake Out" to be held at 1020 hours on October 20. He reported no success and doubted that any request for ham services will be forthcoming. He will call the usual suspects, if FH makes contact. 6.New Business: a.ECC support subcommittees, 2016/2017: The following volunteers were asked to provide progress reports at the November meeting, including plans and schedules: i.LAH equipment (inventory): ¨ Duncan; ii.LAH equipment readiness (use, maintenance, interface with LAH EG): ¨ Andy F, Andy K, Scott; LAH ECC Minutes October 04, 2016 3 iii.EOC readiness (clean, neat, documented, and ready): ¨ Jim Heintzelman KD6Y, with support by Duncan; iv.Packet (provisioned, documented, tested, and ready): ¨ Ben, with support by Andy F; v.DSC interface (ECC/CERT interface and cooperation): ¨ Ed, with support by Dru; vi.LAH ham data base (maintain comprehensive list of active LAH licensees, communication and recruitment suggestions ): ¨ Ray; vii.QRG (periodic review and distribution): ¨ Neil; viii.Training & activity monitoring (suggest courses and maintain list of courses taken by each member and associate): ¨ Ed, in his duties as EC; ix.Antenna systems: ¨ Scott, with support by Jim H, Ray (?) and Greg (?): x.HF systems: ¨ Craig Miller, with Jim A, Bob (as PHWD liaison if their water tower or other facility makes sense as antenna location), and Greg (?) 7.Tech Talk: Duncan presented a capsule version of Net Control Operator(NCO) and scribe duties showing 15 overheads (see attached pdf) selected from the 160+ overheads used in the SCC-ARES-RACES classes (6 hours of classroom instruction). He emphasized that the presentation was only an exposure to what he thought were some of the highpoints and suggested that the ECC strive to get at least 8 of its willing members/associates certified as Type III NCOs in 2017. Classes are only given once per year and there are prerequisites. The overheads shown indicate where they were taken from, showing their slide number within either the A or B class in parenthesis. Members can go to that location, around which overhead more related information can be found. The starting point for such searches is: http://www.scc-ares-races.org/training.html#courses. After the presentation, about 1/2 hour was spent in exercises to develop opening scripts for a resource net and taking damage reports. Damages descriptions were passed out, without Mike-Mike numbers indicated to make the point that we need to have such information at our fingertips, even if only acting as a Field Communicator (not an NCO). ¨ All hands are to review Duncan's presentation overheads, review the classroom overheads for the NCO Type III A and B classes via the SCC-ARES-RACES website, and prepare to participate in more NCO exercises at the November meeting. 8.Adjourn: There being no further business, the meeting was adjourned at 8:59 pm.
