1.Roll Call: Before the meeting started, Co-chair Scott N6NXI initiated a round of
introductions to welcome guests, Robert Johnson KG6UWZ and George Tyson
to the meeting. Scott explained the mission of ECC. Dru called the meeting to
order @ 1909 hours and Secretary Ben KK6HH took the roll call.
Attendance (14): 7 members, Council Liaison Gary Waldeck K6AIR, 4
associates, and 2 guests.
2.Minutes approved: Eduardo KM6LSX moved to approve the minutes with the
correction of a typo noted in 4.c of the draft minutes. The motion was seconded
by Andy WB6CLS and passed by the 6 members present with abstention from
Bob KC6ZWG who was not at the July meeting. Dru will submit the approved
FINAL minutes to the city clerk for posting.

3.Public comments from the floor:
a.Dru reported that, in a meeting with Eduardo, Larry Carr, and Marsha Hovey,
Marsha expressed some concerns about the potential confusion between
ECC and CERT in a real emergency. These concerns are being addressed.
Larry has drafted a Recon Training and Skill level descriptions to help
differentiate HAM operator qualifications. He would pass it around to get
comments before finalizing the document. Dru commented that her point in
bringing Marsha, Larry, Eduardo – as a new co-chair - together for a meeting
was to build understanding, work in cooperation, and build consistency in
training requirements for EOC or field response, as hams could opt to
respond to either.
b.Larry KE6AGJ noted that he planned a next day Recon exercise and is
building plans for participation in the 8/18 County drill for CERT field
members, and that Neil K2LL, EC, will describe plans for the EOC coverage.
He encouraged the participation of non-Hams as well as they could function
both as a driver as well as practice radio communication. Transmission by
anon-ham is permissible under the immediate and present supervision of a
licensed Ham radio operator. Non-Hams, he said, are important because the
Recon team always works in the field with 2 or more persons.
4.ECC Activities and related
a.Council Member/Liaison Gary K6AIR reported a meeting with the Purissima
water district about locating a HF antenna in the water tower area. He
thought the meeting went well and said further discussion is planned to iron
out all the issues.
b.Neil K2LL, EC, opted to combine his report on the upcoming drill with his talk
scheduled on Item 7a.
c.Ben KK6HH reported the weekly SPECSnet participation beginning Jan.
2017. Questions were raised as to the tracking process and what to include
or clarify for either training requirements or suggested activities to build
experience. It was decided to discuss further at a future meeting.
5.Old Businesses
a.AREDN update: Deferred because David WQ1K was absent.
6.New Business:
a.Dru reported that Mauri KM6LXC had successfully started on the inventory
work from Duncan who set up and maintained the well-organized inventory
for many years.
b.Neil K2LL reported that he had presented a budget proposal to the Fire
District on late July for non-ham “listen-only” radios and had gotten the
necessary funding for the purpose.
7. Tech Talk:
Neil has presented a thorough and thoughtful talk on the critical infrastructure
response in an emergency or drill practice.

The following are some highlights of the talk:
▪Critical Infrastructure Surveys are divided into 5 routes, each with ~12
locations.
▪Plan to group previous zones to quadrants too, resulting in 4-5 "zone groups"
▪ARES/RACES Drill: Sat Aug 18. will be joint with Recon
▪Proposed to address Marsha’s concern on "finding a communicator" in an
emergency among the ECC/Recon dual organizations by placing Recon
team under LAH ARES/RACES as well.
▪To ask volunteers to either renew or be appointed to AEC’s in response to
the request by the County. Larry KE6AGJ was the first one to volunteer given
his many years of district EC experience. Neil will send out an email to the
AEC’s as well as the community for the request.

At 20:45, Bob KC6ZWG moved to adjourn, Scott N6NXI and Eduardo KM6LSX
seconded the motion. The meeting was adjourned by unanimous consent.
