FINAL Minutes of Regular Meeting – October 10, 2017

1. Call to Order Carol Gottlieb called the meeting to order at 5:35 pm.
2. Presentations from the Floor Planning Commissioner Jitze Couperus (representing the
Metal Roof Ad Hoc Group, including Rajiv Patel and Ed Smith of the EDPC)
Commissioner Couperus, along with members of the Ad Hoc Group, proposes changes in the
reflectivity rule that appears in current policy. There are a growing number of metal roofs in
town, some of which are problematic in terms of color and reflectivity. Every metal roof has
reflectivity at some time of the day. The Ad Hoc Group has come up with a proposed policy to
mitigate the negative impacts and would like EDPC support to move this forward to the full
Planning Commission. After discussion, Rajiv Patel made a motion, seconded by Ed Smith, to
forward the proposed roof policy to the Planning Commission. The motion was unanimously
approved. Commissioner Couperus will forward the proposal to staff.

4. Old Business
Tree Ordinance: Nothing yet to report
Subdivision Ordinance: The ordinance will move to the City Council after approval by the
Planning Commission.
Metal Roof Ad Hoc Group: Discussed under Presentations from the Floor
Landscape Planting Pamphlet Update and Review: Peter Brown was not present to provide an
update.
5. New Business
The minutes of the September 12, 2017 meeting were approved unanimously.
Site Conditions at Time of Review: Chair Carol Gottlieb suggested asking staff to provide
guidelines for accessibility to sites – making sure conditions are safe prior to visits by members
of the EDPC. Carol offered to put a memorandum on this subject together for the next EDPC
meeting.
Review of Field Trips

October 6, 2017 25700 Bassett Lane – new residence
(recommend not putting pool in location shown on plans, as oaks will
need to be removed. The presence of nearby bay trees and movement
and disturbance of soil will likely promote SOD. Recommend relocating
pool and fire turnaround. Strongly recommend Planning Commission
review. Mation made by Carol and seconded by Ed that this proposed
new residence go to the Planning Commission.)
