HomeMy WebLinkAboutNovember 13Los Altos Hills Environmental Design and Protection Committee Regular Meeting Agenda Date: November 13, 2018 at 5:30 p.m. Location: Town Hall, Kitchen Area, 26379 Fremont Road, Los Altos Hills, CA 94022 Committee Members attending: Peter Brown (chair), Nancy Couperus, Carol Gottlieb, Birgitta Indaco, Vijay Laxmi Shah, Wai Lee Wong, Buvana Dayanandan Council Liaison: Gary Waldeck 1.Call to Order and Roll Call 2.Presentations from the Floor Nancy Couperus : Peter Duxbury hired to redesign space for Parks and Rec with goal of adding space. Nancy and Carol expressed concern about removal of Heritage House, Native Gardens and farm equipment. Wants to keep it for housing historical documents and historical preservation. Gary suggested speak up at City Council meeting November 15. Declared as an emergency topic added to agenda. Voted unanimously to add to agenda. Motion : EDPC states that we endorse the expansion of the Parks and Rec building. However, we do NOT endorse any movement or changes to the Heritage House, Native Gardens, or farm equipment. Voted unanimously to pass the motion. Next steps : Peter will send to Deborah Padovan as a memo. Carol Gottlieb : 11871 Hilltop was planting trees without landscape screening plan approved. Concerned will block open pathway. A 50-foot conservation easement exists across from the site that has a pathway easement that ends at the Drawnridge bulb. Carol reported to code enforcement. 3.Future Committee Dates of Interest & Assignments 1.EDPC Committee: Meeting Time Change to 5:45 p.m. >>No meeting on December 11, 2018. Buvana will host a potluck. She will send a date out and more logistics info. 2.City Council: November 15, 2018 >>Birgitta will speak about EDPC concern on town hall remodel. Peter might attend also. 3.Planning Commission: December 6, 2018 >>Birgitta and Carol to attend. 4.Field Trips: November 16 (Buvana, Carol, Birgitta), November 30 (Birgitta, Carol, Peter), December 7 (Birgitta, Carol, Buvana), December 14 (Vijay, Peter, Carol) 5.Fast Tracks/Site Development Meeting: November 20 (Birgitta), November 27 (Carol), December 4 (Nancy), December 11 (Birgitta) 4.Old Business 1.Tree Ordinance Jeremy Loh : He researched tree regulations of nearby cities. Jeremy asked to look at Santa Clara county rules. Gary suggested Jeremey speak to fire department, and Jeremy agreed we may be overprotecting given fire danger. Jeremy asked for : Want recommendations for planning. Propose what species to protect, diameter, or just a diameter protection, and shrub species. Want more species to protect, and lesser diameter (maybe 9”?). Propose a list of prohibited species. Propose tree removal rules (diseased, dead, etc). Jeremey wants a fine/fee schedule. (Some towns fine 3 times placement value). Review of Field Trips Reports (Review findings & provide members not on the Field Trip with detail information.) 1.October 19, 2018 1.13861 La Paloma Rd - Landscape Screening >>Insufficient screening in front and pool side. Grading in setback. 2.12305 Briones Way – New Driveway Access >>Fine. No problems. >>12698 La Cresta – Request a variance for parking space inside 30’ set back. Carport will also need a variance as it also extends into the set back. Suggested speaking with neighbors. >>13505 Burke Rd – Reduce lights, drainage review and erosion control around olive trees sent to engineering. 2.October 26, 2018 a.25473 Elena Rd– Garage/ADU addition >>Driveway only has a single access without a turn-around. Trees removed because needed, but asked to add more trees. c. November 2, 2018 1.12640 Corte Madera Lane – New Residence >>Drainage needs review. MDA questions about hardscape (none shown), koi pond, gazebo. Garage basement gave appearance of 3 story home. MFA miscounted around basement. 12430 Casa Mia Way – New Residence >>Question asked about lightwells. One oak tree will be removed. Suggest adding 3 oaks for screening. Drainage questions. 7. Review of Fast Tracks Meetings (Review findings & provide members not at meeting with outcome.) a. October 23, 2018 – 26100 Duval Way Remodel & ADU >>Location of ADU changed. Tucked back now. Nov 13, 2018 – Ravensbury Road >>Metal roof is concerning. Large heritage oak softens the home.
