HomeMy WebLinkAboutDecember 14 Environmental Initiatives Committee Draft Meeting Minutes DATE: Monday, December 14, 2009 TIME: 7:30 PM LOCATION: Parks & Recreation Building, 26379 Fremont Road, Los Altos Hills NOTICE TO PUBLIC Any writings or documents provided to a majority of the Environmental Initiatives Committee regarding any item on this agenda will be made available for public inspection in the City Clerk’s office located at Town Hall, 26379 Fremont Road, Los Altos Hills, California during normal business hours. 1. Roll Call Attendees: Breene Kerr, Kunjan Shah, Peter Evans Members of the Public: Rick Weiss, Steve Schmidt 2. Approval of Minutes 3. Bay Area Climate Collaborative The committee decided to take a recommendation for possible LAH participation under advisement. 4. Energy/Environmental Forums The committee reviewed effectiveness of the publicity implemented for the energy efficiency forum on December 9. We still believe we are not hitting areas of key interest in the community. The committee discussed possible topics for future forums including: • Build it Green/Sustainable Materials • Recycling • EV-ready/Solar-ready Buildings 5. Future Initiatives (discussion) The of the previously-identified topics, the committee had additional discussion on the following three, and decided to make (c), EV-ready buildings, the priority a. Getting LAH back ahead of the green building curve i. Increase Build-It-Green point requirement ii. Include remodels iii. Increase availability of raters (HERS-2) iv. Benchmarks to apply to existing homes v. Energy disclosure on home sale vi. Modify building codes for solar thermal and tankless water heaters b. Demonstrations/case studies/brochures i. Recirc pumps ii. Duct sealing iii. Heat pump (Mr. Slim, Mini-split) iv. Solar thermal v. HERS-2 rating c. EV-ready/Solar-ready Buildings i. A regional/webcast conference sponsored by LAH covering technology, policy, and markets, including regional players such as EPRI, the CEC, Tesla, Echelon, Electric Vehicle Association of Silicon Valley ii. Smart charging iii. Town charging stations iv. Smart pool controls v. Pilot demonstrations using existing homes with plug-in vehicles 6. Westwind Barn energy projects and related financing update Breene Kerr updated the committee on the energy elements of the WWB refurbishment. The solar thermal system is a packaged system provided by Heliodyne and Rheem. 7. Acterra/High Energy Homes assessment program/partnership update Breene Kerr, Peter Evans, Steve Schmidt and Debbie Mytels (Acterra) met with with CEC Commissioner Jeff Byron on November 20 to discuss the Acterra/High Energy Homes program. Steve Schmidt reported that they are still gathering CEC staff input and preparing the formal proposal. They expect a six week period between the submittal of the formal proposal and CEC Finance Committee and final Business Meeting approval. The program might initiate in 2Q2010. 8.
