Roll Call Attendees: Kunjan Shah, Peter Evans (chair), Raj Reddy, Andy Colman Community Members: Steve Schmidt, Rick Weiss Guest Speaker: Jim Blomquist, A Plus Green Energy Services 2. Approval of Minutes 3. LAH Green Building ordinance: Jim Blomquist provided the perspective of a HERS rater on green building and energy efficiency measures that can be implemented during construction and remodels. • ACCA J,D,S – potential for 15-60% energy and dollar savings due to common oversizing of components; cost of calcs may be similar to T24 building modeling for a contractor with the software and experience. There may be an issue with city plan review expertise. Jim claims $8,300/ year gas + electric spend on HVAC. • Duct inspection – 40% leakage or more is common; 6% is the spec for new ducts. So a 30% leakage rate reduced to 15% on inspection and repair is reasonable for existing ducting. As-built duct performance is HERS verifiable; QII insulation and duct work that will be inspected may be twice as expensive. Post-construction duct inspections are already required in other CA climate zones. • T24 compliance in remodels – Most remodel T24 calcs are done using an “existing plus” model, so there is some consideration of the existing building. • B.I.G – other municipalities (Santa Cruz) have their own Build-it-Green checklists, and impose different requirements for post-construction checking. The committee noted that the climate in LAH is more mild, and some of the high ROI commonly attributed to HVAC efficiency improvements may not be realized here. The committee also discussed the state of confusion in emerging green building standards including LEED vs. Build-it-Green vs. CalGreen. 4. BACC Steering Committee report NOTICE TO PUBLIC Any writings or documents provided to a majority of the Environmental Initiatives Committee regarding any item on this agenda will be made available for public inspection in the City Clerk’s office located at Town Hall, 26379 Fremont Road, Los Altos Hills, California during normal business hours. Raj Reddy attended the June 23 BACC steering committee meeting. Tracy George reported that green jobs are growing more rapidly than the economy in general (mainly due to solar) while energy consumption is falling. Steering Committee topics of interest are solar energy, green buildings and EVs. People are interested in increasing EV’s and PHEV’s in municipal and corporate fleets, consistent green building standards including T24 + 20% performance and HERS II for existing homes and expanding energy audit requirements. 5.
