3. LAH Green Building ordinance:
The committee continued to discuss potential recommended changes to the LAH Green
Building Ordinance. Some potential considerations under discussion include:
• Avoid exceptions and thresholds. Any requirements should be applied
consistently.
• Incorporate any new requirements in Fast Track, to provide an incentive and
make requirements voluntary.
• Applicants should receive a clear, complete set of requirements covering state and
town requirements and both planning and building department requirements.
• More stringent requirements beyond Title 24 for new homes may be solving the
wrong problem. There is more support for further verification.
• Applying Green Point minimums to additions and remodels may be less
worthwhile (and less cost-effective) than addressing energy efficiency of the
existing building
• HVAC design to ACCA Manual could help ensure that HVAC equipment is
properly designed.
• Post-construction Quality Installation (QI) or duct testing could help ensure that
HVAC equipment is properly installed.
Raj Reddy agreed to do some more research into how the fast track permitting process
works, and how it applies to remodels and additions.
