Special Meeting Minutes

1. Roll Call
Present: April Anair, Serena Giori, Aileen Lee, Peter Evans (chair)

2. Remodel Related Initiatives
The committee discussed possible initiatives to achieve efficiency improvements in
existing buildings in connection with the town’s energy efficiency and GHG emission
reduction goals but took no formal action.
Debbie Pedro provided an overview of the town’s requirements for remodels and
additions. AB 7589 gives the CEC the authority to implement regulations for energy
efficiency measures that were not available at the time of construction.
Remodels and additions represent double the new-build projects. A demolition and
remodel of > 75% of the floor area or an addition of > 1500 square feet are handled very
similarly to new construction. An addition of < 1500 square feet has an abbreviated site
development review, and an addition of < 900 square feet has an administrative review.
In general after 1/1/2014 with the applicability of CalGreen through the state building
code the town’s requirements for the touched portion of major remodels and additions
will align with new construction.
There are no requirements for the unaffected space for a remodel or addition presently.

4. GHG Reduction Initiatives
Steve Schmidt updated on the towns GHG plan. The 2011 inventory is done and the 2012
inventory is in process. The town now has 7 years of history. We may need to revisit the

Hall, 26379 Fremont Road, Los Altos Hills, California during normal business hours.

Plan” as neighboring cities have adopted.
The committee noted that residential PV may be a factor in the decline of residential
electricity use. A greater share of homes being torn down and rebuilt may contribute to
increasing natural gas use.
