There is disagreement among committee members on whether undergrounding would contribute to reliability, safety or enhanced property values. There is also disagreement on whether a town-wide project should be spread out over years or decades or accelerated to be completed in most voters’ horizons of ten years or less. There is also disagreement on whether residents or neighborhoods should be given an opportunity to co-fund an undergrounding sub-project to accelerate it, or whether priority should be given to sub-projects providing the most benefit.
