1.Roll Call
The meeting was called to order at 7:05 with a quorum present. In attendance: Peter
Evans, Raj Reddy, Aileen Lee, Serena Giori, April Anair, Sheela Veerina, associate
member Jay Shindler, and Council Member (liaison) Roger Spreen. Members of the
public in attendance: Steve Schmidt, Kit Gordon, Kjell Karlsson
2.Approval of Minutes. October 8, 2015 minutes, Sheela Veerina (motion), Peter
Evans (second), approved by unanimous vote.
3.Introduction by Co-Chairs
The committee members and members of the public in attendance introduced
themselves
4.EIC WELO ordinance comments to City Council
After an extended discussion, the EIC voted unanimously to make the following
recommendations to the City Council about the draft WELO ordinance:
1.The ordinance should be consistent with planning commission’s recommendation
regarding the penalty clause (penalty clause should be removed entirely).
2.The state ordinance specifies provisions for requiring a dedicated meter. This is
not clearly spelled out in the Town version, and EIC recommends that it should
be. The State’s definition of the dedicated meter should be used
3.The current formula for calculating the Parcel Water Budget subtracts open
space/conservation easement area from the basis. This reduces the water
allowance for parcels with open space/conservation easements, and therefore risks
creating a disincentive for those designations. This should be fixed in the final
PWB formula.
4.The PWB formula appears to include several typos where the numerical factors
assigned to ETAF and SLA are not consistent throughout the section. This needs
to be fixed/clarified.

item on this agenda will be made available for public inspection in the City Clerk’s office located at Town
Hall, 26379 Fremont Road, Los Altos Hills, California during normal business hours.
5.Discussion of the potential end of the drought this winter and related public
education
The committee discussed the El Niño forecast for this winter, and the potential
implications for water conservation behavior as individuals perceive the end of the
near-term drought and begin to replant their landscaping. The committee discussed
options for getting an educational flyer distributed as soon as possible, via the Town
web-site and/or newsletter.
