Regular Meeting Minutes

1.Roll Call – Committee members in attendance: Peter Evans, Drew Grewal, Sheela
Veerina and Raj Reddy (quorum at 4 of 7). Community members in attendance:
Steve Schmidt, John Harpootlian Mayor), and Roger Spreen (Council Liaison)
2.Approval of Minutes –November Motion to approve by Sheela Veerina; second by
Drew Grewal. Approved unanimously.
3.SVCEA– Follow-up discussion and status. John Harpootlian gave a brief update on
the SVCEA status on the potential launch for April 2017. SVCA will offer customers
two clean, green, power supply mixes. Between April and October 2017, customer s
within the SVCE’s service area will be automatically enrolled in GreenStart electric
service, which comes from 50% renewable and 100% carbon free sources.
There was a discussion regarding the LAH representation on the board of SVCEA,
John H stated that the Board member should be a city council member and an
appropriate alternative will be appointed by the council. There was general discussion
and recommendation that potentially a knowledgeable EIC member could be an
alternate on the Board.
4.GHG – Presentation to City Staff & Council (Steve)
There was discussion regarding the format and additional information to be included
in the CAP prior to the presentation to the city council. This item to be included on
the December city council agenda for approval.
Raj sent email to Carl, City Manager and Deborah confirming that the EIC has
reviewed and approved the Climate Action Plan. City Manager provide the
presentation to the Town Council and get acceptance to our 2015 projections.
5.Green Building Ordinance Review and update
The Town has upgraded the Green Building requirements to comply with mandatory
Cal Green requirements, effective January 1, 2017. We formed a subcommittee to
evaluate the Tier 1 and Tier 2 Cal Green voluntary requirements and potentially
include in the ordinance for LAH Green Building requirements.
Roger Spreen recommended that we present our more aggressive Green Building
requirements of Tier 1 and Tier2 to the City Council for advice and guidance prior to
drafting an ordinance for revision to the Green Building requirements.
6.Water Conservation – Update and follow-up (Peter)
We are doing well and need to ensure that improved practices are maintained.
Additional support the Water District can provide to the town of LAH on water
conservation, landscape, native and drought resistant plants.
7.EIC mission and role with specific targeted goals for next 2 years with
quarterly assessment of accomplishments
