1. Call to Order
Roger Spreen called the meeting to order at 8:40 am. The minutes of the September
12th meeting were approved as written.
2. Introductions/Presentations/Guests
None.
3. Current Business
a. Wildlife Corridor Project:
There was discussion about funding the final phase of the project. As a Council-
approved expenditure, it will be necessary to request additional funds (estimated to
be around $3,000) from the City Council to complete the project.
b. General Plan Update:
The ad hoc subcommittee on the General Plan Update continues to meet. The OSC
Committee, with Nancy as its representative, has offered some input on items missing
from the Open Space and Conservation Element. Leslie Hopper noted these and has now
included them in the draft.
c. Morrison Subdivision Project:
Nothing new to report.
d. Crozier-Hogle Conservation Easement:
Nothing new to report.
e. Byrne Preserve – Gully/Erosion Project:
As far as the Committee knows nothing further has happened in regard to the project in
Byrne Preserve. Henry says that there is no money in the budget, but he will talk to the
maintenance department. Karen met with Henry, suggesting swales and vegetative areas.
There were no promises made. Roger will continue to monitor to be sure nothing is
planned without input from the Open Space Committee. He will emphasize that the
OSC wants to be kept informed. Patty suggested that the culvert which is not presently
working could be cleaned out, but no additional actions should be taken without first
doing a Byrne Preserve Master Plan.
Karen passed out information on projects funded by the Urban Streams Program –
California Department of Water Resources. The following website describes projects
which were funded in 2004-2005:
http://www.watershedrestoration.water.ca.gov/urbanstreams/pastproj
Mary Davey recommended that the first step would be to identify the problems in
Byrne Preserve in order to put out an RFP. Members of the OSC were asked to collect
a list of problems and send them to Roger who will post them on a website.
f. Herbicide Reduction
Jean Struthers said that participants need to register ahead of time for the November
14th IPM workshop. Karen will send the invitation to everyone on the OSC.
4. New Business
Karen is planning a retention pond on her property which could be a demonstration
project for residents.
Karen also noted that there seemed to be a lot of water in Adobe Creek at Foothill
College. She will contact the SCVWD to report this.
Meeting Date Change – The OSC decided to change the meeting date from the
second to third Tuesday of the month to accommodate a couple of the members who have
occasional conflicts with the second Tuesday.
The meeting was adjourned at 10:30 am.
Next OSC Meeting: Tuesday, November 21, 2006 – 8:30 am
