1. Call to Order:
The meeting was called to order at 8:40 am. The minutes of the September meeting were
approved as written.
2. Introductions/Presentations/Guests: None
3. Current Business:
Stirling Preliminary Subdivision
Open Space Committee recommendations have been submitted to the
Town. Sue reviewed the Pathways Committee recommendations that in
large measure complement those of the OSC, by recommending pathways
along the northern and eastern property boundaries. Sue noted that
pathways would be constructed before any development could begin.
Eshner Property
The OSC approved the following motion: The OSC requests that the
Town of Los Altos Hills protect the heritage oak tree on the Cleary
property by installing a demarcation fence that will be wide enough to
protect the roots of the tree and prevent encroachment. This heritage oak
overhangs an important conservation easement.
Concerns were also raised about chemical treatment of the soil in
preparing for the planting of vines in the conservation easement area
surrounding the tree, as well as irrigation that could potentially have an
adverse impact.

Fencing (Homa property)
Nancy and Alice expressed concern about the perimeter fencing on the
Homa property and asked if there were two properties involved. It
appears that there is a creek in the lower area. Gary said that he would
look into this.
Dogs on Leash Signs
George reported on what he had done so far with regard to dogs on leash
signs. He asked for approval for the sign that pictured a dog on it. Each
sign would cost $33.95. A motion passed approving the preferred design.
George will pass the information along to Richard Chiu.
Bikes in Byrne Preserve
Nancy recommended that bikes not be allowed on the half mile or so
stretch of the Artemas Ginzton Trail in Byrne Preserve because of public
safety issues. Equestrians in particular are put at risk on this narrow and
steep trail. Kjell agreed to take this issue to the Traffic Safety
Committee, which he chairs, for their consideration.
Byrne Preserve Stewardship Proposal
Nancy and Sue reported on their meeting with Acterra representatives
Alex Von Feldt, Paul Heiple, and Joan Dudney. Acterra would be able to
contract with the Town of Los Altos Hills to provide restoration and
preventative maintenance services – removing invasives, replanting with
natives, etc.
Sudden Oak Death
Sue announced the dates for this year’s SOD results. Sue also reported
that the Town Crier will be doing a story.
Friday, Nov. 2nd at 6 pm at Town Hall – Dr. Garbelotto will present results
from this year’s testing and mapping
Saturday, Nov. 3rd at 10 am in Foothills Park – Workshop on treatment
methods used to prevent SOD
4. New Business
EPS (polystyrene) ban amendment
George asked the OSC if it would consider including a ban on plastic bags
with handles, as other communities have done. There was not adequate
time to discuss this issue. It will be placed again on November’s agenda.
