SPECIAL MEETING MINUTES OF JUNE 19, 2014
Members Present: George Clifford, Nancy Couperus, Roger Spreen, Jean Struthers, Wendie
Ward, Sharen Schoendorf
Members Absent: Alice Sakamoto, Sue Welch, Karen Lemes
City Council Liaison: Gary Waldeck
LAH staff present: Debbie Pedro, Suzanne Avila
Members of the Public: Kjell Karlsson, LAH Traffic and Safety Committee
Call to Order and Approval of Minutes:
The meeting was called to order at 9:06 (Committee Member Roger Spreen arrived at 9:13)
Approval of minutes was postponed to the July 10, 2014 meeting
1. NEW BUSINESS
A. Debbie Pedro introduces Suzanne Avila to the Committee as the newest member of the
Planning Department staff.
B. Signs on Byrne Preserve
The Committee has been asked to help with signs, in the shape of a yield sign, with a
hiker, horse and bicycle showing the bicycle must yield to the horses and hikers.
A motion is made by RS that GC be our arbitrator on the final design. Nancy Couperus
seconded the motion. The vote was unanimous.
2. CURRENT BUSINESS:
A. Project Site Check List
George asks Debbie how we should contact the owner or the representative about a site
visit. It is decided the planner should be the person to notify the owner or representative.
Giving a least a week for notification. Debbie says the other Committees send out a
postcard. George suggests a phone call.
A motion was made by Roger Spreen that the planner contact the owner/representative at
least one week in advance. Jean Struthers seconded the motion and the vote was
unanimous.
B. 26096 Todd Lane
Review by Nancy Couperus, Roger Spreen and Karen Lemes. Joined by Steve Padovan

The lot is flat. The concern for the OSC is the creek has been neglected and is
blocked by invasive plants. Nancy Couperus recommends the invasive plants be
removed and Jean Struthers suggests that Native Plants be planted. Roger Spreen noticed
a swale on the property however this is not on the map. It is noted that there is complex
engineering downstream, and Gary Waldeck suggests the Water Board be included in this
process.
ACTION ITEM: Invasive removal. The Plan should be reviewed by an accredited
agency. Motion to approve the changes made by Roger Spreen, seconded by Sharen
Schoendorf and the motion passed by unanimous vote.
C. Hilltop Ave.
Reviewed by Roger Spreen & Sue Welch
Summerhill Creek is at the bottom of this property and has not been maintained
the 25’ rule applies and a clean-up. Willows and Oaks should remain.
Motion to approve by Sharen Schoendorf, seconded by Nancy Couperus and passed by
unanimous vote.
D. 27299 Byrne Park Lane
We request an easement for property adjacent to Byrne Preserve. The property
has a 30% slope. The 720 contour line should be used for the easement.
Motion to approve by Jean Struthers, seconded by Wendie Ward and motion was
approved by unanimous vote
NEW SITE REVIEW:
A. Ruth Morrison Subdivision. 12810 Deer Creek Lane
George Clifford, Sharen Schoendorf & Wendie Ward will do the site visit.
B. Seed Collection
George Clifford received a request for seed collection by Jack States with Save The
Bay. It was decided we need Sue Welch to weigh in on this matter. A “Rain Check”
should be given until we are further along with the stewardship. The matter will be
put on the agenda for the next meeting.
10:30 Gary Waldeck left the meeting
ANNOUNCEMENTS:
1. Sue Welch will write an article about Acterra
2. Nancy Couperus will speak to the council about cougars at the next council meeting. and
will leave a copy of an article on the PUMA
3. George Clifford presents an article on Matadero Creek

4. Sod Blitz Nancy Couperus & Sue Welch were there along with 15 people. Everyone was
pleased that the 15 people seemed to be new people. We will wait until the next meeting
when SW can be there to discuss
5. Tree Policy- postponed until Karen Lemes & Sue Welch can be there.
6. Open Space Stewardship. Nancy Couperus sent it out. 9:00AM - 12:00PM every
Saturday different groups, through Acterra, are out pulling weeds in Byrne Preserve.
This is an ongoing program, with the town, and anyone can participate. Richard Chiu is
behind this project. Acterra is very professional.
1. O’Keefe: The town will be mowing due to fire hazard
2. Fences: Tabled for now
3. Coyote signs: Signs in Byrne Preserve are on saw horses and are there to notify
people that dogs are temporarily restricted.
4. Deer Sign: The neighbors on Fremont Road have requested a deer sign be posted
5. Fawns have been killed by speeding cars.

ADJOURNMENT
A motion to adjourn was made by Sharen Schoendorf seconded by Jean Struthers and
was passed unanimously. The meeting was adjourned at 11:00 a.m.
The next meeting will be July 10, 2014 at the LAH Parks and Recreation Building 9:00 a.m.
