Call to Order and Approval of Minutes A. Roll Call. NC called the meeting to order at 9:05 am. OSC welcomed new member Richard Contreras. B. Acceptance of Meeting Minutes. NC moved to accept with minor amendments the minutes of the Nov 10, 2016 meeting. WW seconded and the vote was unanimously 8 in favor (GC, RC, NC, KG, AS, SS, JS, WW, SW) and one abstaining (AS; did not attend that meeting). 2. New Business 3. Special Guests Property Presentation A. Presentation from Developers of Stirling (Top Elegant Investment, LLC) Subdivision. AS, SS, and SW recused themselves for proximity. Developers distributed hard copies of a handout (Attachment A) and expanded on their presentation from last month. (They requested 1.5 hours for today’s meeting). Jeff Peterson, Project Engineer said the developers are still revising the drainage (storm water) plans. Discussion included connections to pathways and open space easements (OSEs) on adjacent parcels; language for OSEs; developers’ error on slope calculations for several lots; route for pathway down western slope; stormwater runoff plan; road issues (width, tree removals, designation as private or public, maintenance responsibilities); tree preservation on Lot 1; width and conditions for OSE along eastern border; perimeter fencing; view impacts; constraints on the parcel (steep slopes, swales, landslides, fault, heritage oaks). OSC will review the developers’ documents and the CEQA Negative Declaration for discussion at the January meeting. 4. Continuing Business A. Byrne Preserve: i) Grassroots Ecology (GRE) Workdays. GRE has resumed invasive plant removal work at Byrne and will hold Byrne Brigade workdays every Monday through December 19. On Nov 25 a creek bioengineering workday was well attended by LAH residents and local high school students. Under guidance of Grassroots Ecology staff, they planted willow branches and installed willow bundle dams to help stop erosion in the section of Moody Creek in the grassland. ii) Request for Section of Fence. Grassroots Ecology (GRE) requested approval and funds from OSC budget to install a 250-ft section of fence to protect a short reach of Moody Creek and the adjacent floodplain from horse activity (Attachment C). GRE is restoring this area as part of the 3-year grant from SCVWD supplemented with Town funds. KG, NC, and SW will meet with City Manager Carl Cahill and the barn manager, Torie Dye on Dec 16 to discuss options for fencing, which must be safe for horses and permeable to wildlife. Up to $1K is available from the SCVWD grant; additional funding will come from OSC budget. 5. Planning A. Fence Permit Reviews. KG reviewed fence plans for two sites (Roble Blanco, La Lanne Court). A permit for 11354 Hillpark Lane was also reviewed). No open space issues were identified. B. Site Plan Reviews. i) 12815 Deer Creek Lane (Lands of Chan; APN 175-43-047). Reason for OSC review is a 2-lot subdivision. GC, NC, KG, and WW made a site visit in December and at the Jan meeting OSC deferred discussion to allow other members to visit. Deer Creek flows through the subdivision and an OSE exists on one of the parcels. There are questions about the location of the top of bank of the OSC Final_Minutes16-1208.docx 2 creek on the lower lot and possible need for an OSE on the upper lot. KG will check with staff regarding any specific issues they have for this parcel. ii) 14172 Amherst Court (Lands of Lakhani; APN 182-41-006; #373-16-ZP-SD-GD). The parcel has frontage on Amherst and Page Mill Road. Matadero Creek runs along the Page Mill frontage and a 6-ft solid fence is very close to the top of the bank. Developers’ plans show 33-ft wide Storm Drain Easement along full length of the eastern border (creek and Page Mill frontage). No records for OSE on this parcel were found. Adjacent parcel (14190 Amherst Ct) dedicated an OSE 25-feet from top of bank of Matadero Creek (CR 43-10; 9/16/10), which extends beyond the 33-ft wide Storm Drain Easement. Other lots on Amherst Ct (14190, 14228, 14244) also have 33-ft Storm Drain easements along Matadero Creek on the eastern (Page Mill) frontages. Not all tree species are identified. OSC recommends the Town require developers to 1) dedicate an open space easement and riparian setback easement extending 25-ft from top-of-bank of Matadero Creek; and 2) move the existing 6- ft wooden fence out of the open space easement and riparian setback easement; and 3) label species on all trees ≥12 inches DBH and show any proposed tree removals on plans. NC moved that OSC accept the draft recommendation as written, GC seconded and vote was unanimously in favor (GC, RC, NC, KG, AS, SS, JS, WW, SW). iii) 13875 Mir Mirou Drive (APN182-32-029). This and adjacent lots all have large OSEs. Recommendation was deferred to allow a site visit. iv) 26096 Todd Lane. OSC may have reviewed this in the past. GC will check with staff. 5. Communications from the Floor. A. Director of Engineering and Public Works to OSC. OSC will invite Alan Chen to the Jan meeting. B. LAH Town Newsletter. Deadline to submit articles for the next issue is Jan 3, 2017. 6. Open Discussion. 7. Adjournment. The meeting was adjourned at 11:15 am.
