1. Call to Order and Approval of Minutes
A. Roll Call. KG called the meeting to order at 9:03 am.
B. Acceptance of Meeting Minutes. NC moved to accept with minor amendments the minutes of the
Oct 12, 2017 meeting. WW seconded and the vote was 7 in favor (GC, NC, KG, AS, SS, JS, WW,
SW); RC abstained (not present at that meeting).
C. Announcements.
i. Planting Acorns. NC distributed an article from SF Chronicle about collecting and planting acorns
(Attachment A). OSC discussed an acorn-planting project for O’Keefe OS Preserve.
ii. Eucalyptus Removal. OSC discussed a letter to the editor recently published in the LATC about
removing eucalyptus trees to reduce fire hazard. LAH ordinance requires removal of eucs within
100 feet of roads or structures at the time of site development. LAHCFD apparently will remove
problematic eucalyptus trees on a case-by-case basis.
iii. Barn Owl boxes. Nest boxes for barn owls are available at the Portola Valley Farmers Market.
2. New Business
A. Goals and Projects for 2018. OSC briefly discussed items listed at the end of the agenda, including
Sudden Oak Death testing and mapping (SOD BLITZ), Green Infrastructure Plan for Town stormwater
management, stinkwort management, landscape guidelines update, general invasive weed management
and education, and rodent control.
B. Annual OSC presentation to Council. KG distributed a draft PowerPoint presentation for the annual
OSC report to Council, which is scheduled for Nov 16, 2017 (Attachment B).
C. 24183 Dawnridge. EDPC had asked OSC to check the work going on around the creek on this parcel.
KG and SW made a site visit and noted an existing retaining wall within 25 feet of top of bank (it forms
part of the bank) and sent comments to Planning dept. The retaining wall may have likely existed before
new construction and was grandfathered).
D. Resolution to Name Moody Creek. At the May 2017 OSC meeting, OSC voted unanimously to pursue a
request to USGS to officially designate as “Moody Creek” the creek that runs from Foothills Park along
Central Drive, through Byrne Preserve to Moody Road, and across Hidden Villa lands to join Adobe
Creek. KG has submitted supporting documents to USGS and wrote a resolution that City Council will
vote on at the Nov 16, 2017 Council meeting. KG distributed the draft resolution for OSC review
(Attachment C). After discussion and minor edits, NC moved OSC forward the resolution as
modified to Council to name the northern tributary of Adobe Creek as “Moody Creek”. JS
seconded and the vote was unanimously in favor (GC, RC, NC, KG, AS, SS, JS, WW, SW). KG
will send the revised resolution to Deborah Padovan.
3. Planning
A. Fence Permit Reviews. 25903 Estacada Drive. No open space issues.
B. OSC Site Reviews and Recommendations for Development Projects.
ii. 28550 Matadero Creek Lane (Lands of Madhvani; APN.182-18-045; #320-17-ZP-SD). Reason for
OSC review is construction of a second unit behind the existing residence. KG and SW made a site
visit. KG presented the draft recommendation for OSC review (Attachment D). The lot is in the
Matadero Creek subdivision (1982) and includes a open space easement and landscape easement.
Adjacent lots have connecting easements. The location of the 2nd unit is outside any easements. A

fence was installed in part of the open space easement at the time of subdivision, although terms for
this conservation easement (1981) do not appear to prohibit fences. KG will prepare and submit the
final review form including historical documents describing the easements. KG moved that the
OSC recommendation is to note the fence in the OSE, but not recommend its removal based on
the historical documents describing requirements for the OSE. SW seconded and vote was
unanimously in favor (GC, RC, NC, KG, AS, SS, JS, WW, SW)
ii. (No address) Middle Fork Lane (Lands of Jalil; APN 182-10-050; #346-17-ZP-SD). The parcel is at
the corner of Middle Fork and South Fork. GC and RC made site visit and prepared draft review.
OSC reviewed a different project on this parcel in 2012 (address at that time was 13000 Middle
Fork); the main concern at that time was the Valley oak grove above the house. The 2012 OSC
recommendation is attached (Attachment E). The plans have been substantially revised. GC
presented a draft recommendation and supporting documents (Attachment F), including overall site
plan showing a CE in the southeast corner (but no documentation of this easement); map showing
most of lot is designated as Open Space Conservation Area; map of OSEs on adjacent parcels;
proposed OSEs (subsequently revised); and emails from the planner citing his concerns are
preservation of existing trees; the amount of grading; minimizing the mass of the house; and
providing adequate landscape screening. The planner also noted that because this lot is within the
OSCA, requiring an OSE over the grove of trees and slopes above the house would not be
unreasonable. A neighbor has expressed concern about retaining oaks along South Fork as landscape
screening. GC moved OSC recommend:
1) Because the majority of lot is in Open Space Conservation Area, OSC recommends
dedicate OSE as shown on the drawing on Map A-1 (Aug 8, 2017) to protect the oaks, oak
grove NE of the house, and steep slopes (over 30%) and to provide connectivity to OSEs on
adjacent lots;
2) Not removing the 47” Valley oak (tree #2) unless the health of the tree requires it.
NC seconded and the vote was unanimously in favor (GC, RC, NC, KG, AS, SS, JS, WW,
SW).
4. Continuing Business
A. Byrne Preserve: Grassroots Ecology Update. Byrne Brigade workdays for planting, invasive weed
removal, and other work in the preserves will be held most Mondays through December 18th. Weeding
work is focusing on removal of the remaining purple star thistle rosettes. Willow staking in creeks is
planned for the Nov 20, 2017 workday, and collection and planting of California buckeye seeds will be
done in early December. OSC members are invited to a guided Night Hike to be held 6 pm at Byrne
Preserve on Nov 15, 2017.
B. Stinkwort Town-wide management. Herbicide spraying for stinkwort was done on Oct 4-6 under
direction of to Public Works Director Allen Chen. Some property owners responded to the Town-wide
notice about spraying and the stinkwort info flyer by pulling the stinkwort on their road frontages before
the spraying. OSC plans an earlier start next year.
C. Westwind Community Barn (WWCB) weed management proposal. Nothing new to report. OSC
members removed stinkwort, YST, and PST, and other invasives from the area in late September and
are composting them on site.
D. OSC Charter Revision. KG distributed for discussion a copy of the most recent OSC charter
(Attachment G). City Council reviewed charters for all standing committees at the Nov Sept 21, 2017
Council meeting and requested OSC and Public Art committees review their charters again. Council
will review and vote on the revised charters for OSC and Public Art at the Nov 16, 2017 Council
meeting. KG moved that the OSC accept the OSC charter as written in Attachment G. JS
seconded and the vote was unanimously in favor (RC, NC, KG, AS, SS, JS, WW, SW).
E. Tree ordinance proposal from EDPC. Nothing new.
F. Site Development and Fast Track Review Meetings. OSC members were reminded to volunteer to
attend these important planning meetings (held Tuesdays at 10 am) to provide input on potential impact
of proposed development projects on creeks, trees, and other conservation resources.

A. Sudden Oak Death SOD BLITZ results. Dr. Garbelotto presented results of the 2017 Sudden Oak Death
Testing and Mapping Program at Portola Valley Town Center on Oct 13, 2017. Infection rates are up
after the wet spring. OSC members can check out the results at www.sodblitz.org.

Alto and flows through the Town of Los Altos Hills, along Central Drive, Moody Court and

Nicole:
The Open Space Committee discussed the proposed development at 13000 Middle Fork
Lane. The Committee unanimously felt that this proposal shows incredible insensitivity to the
land in that the house is sited in a way that seems diametrically opposed to the most basic LAH
goals for development, as outlined in our General Plan.
Specifically, the main bulk of this large house, including *two* 2-car garages, is built directly on
the steepest part of the hill, which includes a mature grove of oak trees, including a number of
heritage oaks. We feel that this portion of the land has significant open space value that is
highly deserving of an open space easement to protect it from *any* development, let alone a
large,3-story (2 story plus basernent) structure. This forested portion of the hillside:
1) is on a *highly visible*, very steep slope (rough calculation from the plan is that there is 10'
rise in less than 30'of run)
2) is forested with mature oak trees, including heritage oaks
3) serves as a significant habitat area for wildlife, providing area linkage, cover, and food.
4) provides protection from erosion on the slope.
5) is aesthetically important to the open space feel of that area.
Any of these would be an acceptable reasons to provide open space easement protection, let
alone all of them combined. I should also add that this property lies within the Open Space
Conservation Area designation, and thus the parcel deserves special caution in how it is
developed, i.e., how the land and its surrounding environment is impacted.
I would like to point out some elements of the Town design guidelines (as illustrated in the Fast
Track Guide), and how this proposal flies in the face of those guidelines:
- "stories: Three story buildingfacades are discouraged, and two story houses may not be
permitted on hilltops and ridges".
This house is a large two-story-plus-basement, which is planned to be cut into the steep
ridge. You could also say that the facade is three stories, as the front of the house includes a
large ornamental descending stairway built at the same level as the basement.
- "Trees: The Town has a Tree Ordinance that protects heritage oak trees."
This proposal completely destroys the existing grove, which includes heritage oaks.

- "Goal I: Retain and Enhance the Open Natural Atmosphere of Los Altos Hills."

The siting of this house is at the highest area on the steepest part of the land's contour, which is
obviously building *against* the contour of the land.
- I)B.I: "Retain the natural character of creelu, vegetation, and natural drainage swales on your
property."
This house *destroys* an existing forested oak grove on a highly visible hillside, despite there
bping plenty of open, non-vegetated area available.
- Goal II: Design your ltome to Fit the Site
II)A.I Houses on prominent hilltops or ridgelines rnay be required to be one story.
II)A.3 On a sloping site, the structure should be stepped down the hill utilizing one story
building elements.
Clearly this house does not even affempt to meet these criteria, as it is planned to be exceedingly
visible on the steep ridgeline, with alarge 2-3 story bulky structure.
ln conclusion, we strongly recommend rejecting any construction that destroys this highly
valuable, steep-sloped, mature oak tree grove, as it is completely unnecessary for developing on
this property, and would be totally at odds with the values of developing in Los Altos Hills
according to the tenets of our General Plan. This 3+ acre lot has large areas of much shallower
slope which are clearly more appropriate for development.
We also strongly recommend requiring an open space easement over that existing oak grove on
the steep hillside.
