Final Minutes – December 14, 2015 Meeting
7:00PM Call to Order
Present Gary Waldeck, R. Burnell, G. Solomon, L. Ramgopal, F. Tabatabai, J. Arnheim
(arrived at 7:41)
The formally proposed of name change to The Los Altos Hills Public Art Committee is being
processed.
Article: Need to get to papers such as town and Carrier, Our Town. We can put an insert in
these papers for donations.
Roger will make a contact card that includes "I would like to donate funds for the art.”
emphasizing tax deductibility.
Gary Waldeck asked to also put it on the City Website - Roger will arrange.
Roger to meet with Julie to work on Transfer of Art Policy - during Jan and Feb.
Tripod support system getting ready to go in at Edith Park - permit to be pulled and picked
up.
Plan is to get it done before end of the season.
We need to determine and finalize the titling of the art, artist name, and the year that the art
was dedicated.
The base for Blue consists of 3 concrete pillars and it has to withstand heavy forces (rain,
wind). We have to decide whether this information needs to go on a pedestal? In front of the
art? Written on marble, granite, bronze, aluminum, etc? And whether epoxied or studded
on standoffs onto the pedestal?
For all: When we drive around, be looking for area that needs art.
(Julie just arrived at 19:41; daughter emergency)
Gail recommended the monastery area to be one other option for art siting.
The other side of Council Chamber is going to be an emergency operations center .
Karen is going to pull together the master documents, which start s with maintenance and
insurance.
Roger is going to check whether the site for Blue was approved by Council.
A Special Engineering Inspector must be hired to do the construction/installation
inspections.
Question was given to the committee as how we might plan and budget for applying a
prospective (forthcoming) $40,000 donation? Think site, art, source, suitability, etc.
Roger: Has always considered that the "Glass horse" is “fragile" (in texture if not also
structure) and might become a “target,” and/or break easily.
Archive review - look out for other people's art. Remember: we can actually “commission" a
particular piece of art.
Lakshmi- recommends putting sports sculpture at the Purissima field.
Julie proposed developing a list of previously discussed sites, and then add new sites and
revise it.
Intellectual property law - gives ideas for artist rights, once the artist signs to give the art
away his rights should become waived. Essentially and ideally, both the artist and
sponsor(s) should be called upon to waive their rights.
Sensitive issue: What rights does/should the Town have to reject, a posteriori, and “return”
a donated piece of artwork, and what is the paper dignified procedure for doing so, if any?
Special subcommittee formed: Gail and Roger to work on clear statements of the Artist
Rights Policy objectives
Julie - brought up that we edit the new name change on all the official documents for the
committee
Respectfully submitted,
Farah.
Approved: R. Burnell
